Reclamation of the Delta (1850-1930) • A “levee war” ensued in which reclamation efforts focused on making my levee taller than my neighbor’s levee.
Engineering Properties of Peat • Peaty organic soil underlies many Delta levees, and is extremely soft and compressible. • Very little is known about its seismic behavior, and it’s therefore difficult to predict how it will perform during earthquakes. • This study examines the seismic behavior of peat beneath levees.

Liquefaction is reasonably well understood from an engineering perspective compared with the behavior of peat, and our study therefore does not focus on liquefaction. Delta Risk Management Strategy predicts 90% of levee failures in Delta earthquake will be caused by liquefaction beneath and within the levees.
