What is the Water RDI Roadmap? • 10 year plan for and set of investment priorities for Water RDI in SA • Structured framework that focuses the contribution of RDI to national policy, strategy, planning needs • A high level planning tool that facilitates and guides refocusing of research, reprioritization of funds, synergising of existing initiatives and ring-fencing of new resources in order to facilitate a more optimal water innovation system • VISION: South Africa is a “leader among middle income countries in the development and deployment of water management practices and technologies. Why did we start this process? • A clear plan about what the Water RDI needs and opportunities and are to catalyse new partnerships, investments, and opportunities • A signalling tool to the Water RDI Community • A signalling tool to Water RDI Investors …to ensure that the latter’s (WRC) research needs are known, and between the WRC and the Department of Science and Technology (DST) and the National Research Foundation (NRF), to ensure that approaches to water research are consistent with South Africa’s broad policy on science and innovation. • A “sense check” in terms of existing investments and approaches • A plan to bring new partnerships and investments into the sector • An opportunity to think through the streamlining of the RDI system • Guide strategic planning (All institutions/individuals involved with RDI) • Signal investment priorities • Signal the need for info sharing

  9. Returns: Value Proposition • a)       The RDI opportunity in water does not lie solely in Technology. The root contribution comes through allowing better coordination, improved decision-making, and greater enablement, principally through the systematic translation of research into operational practice. • b)      Only 4% the total 10 year investment ask is directed explicitly towards technology development; 75-80% for HCD & R CapacityProducts and services delivered to market is but the end point of a total pipeline of technology development that includes attempts and failures. • c)       The principal purpose of technology is to solve national needs • If the purpose of investment in technology were export, this would have driven a different strategy. Our target market would be different and our market strategy would have assessed needs and SA’s ability to satisfy them better/faster /cheaper than the competition. We do expect a positive effect on the technology balance of payments. • d)      We assessed the Impacts and summarised them qualitatively. • Due to the lack of underlying data and associated models - as identified in discussions with a leading resource economist - this roadmap could not yet provide a more specific quantified estimation of the overall value, as was the case for the ICT and Waste Roadmaps. We are now working on developing tools which should enable that to be at least partially done in the near future. • E.g. R7bn p/a lost in non-revenue water = R70bn over 10 years. Spending R3.4bn over 10 years on Infrastructure, Productive Use and Ops Performance halves water loss and saves R35bn. Presentation www.dst.gov.za

  10. What next? • Roadmap Portfolio Management Unit (PMU) in place at the WRC • WADER is already implemented • Coordination of existing investments and activities in the Water RDI “ecosystem” • Leveraging new investments into this space. Presentation www.dst.gov.za

What does RDI and it’s role players bring to the city? • A short, medium and long term partner • Short: tech appropriateness scans, piloting new and incoming innovations, horizon scanning, advisory functions • Medium: tech demonstrations, catalysing relationships and processes for future (tenders, infrastructure cultures, etc) • Long term: ensuring the pipeline of new ideas flows, planning for what we don’t know about • The RDI Roadmap as a partner and instrument to channel investments • The Balancing act: • R&D timelines are often different to political cycles. • The RDI pipeline needs to be co-created for the future of the water sector Presentation www.dst.gov.za

Returns and Investment • This section presents the anticipated returns in the form of Impacts and Outputs that result from the implementation of the seven Programmes of Action. • The Investment Ambition enables these Programmes. • There is one Programme for each of the seven Clusters. Returns: Anticipated RDD Outputs, by Objective and Indicator Assumptions in respect of investment in Human Capital Development and Knowledge Generation are derived from prior domain experience in South Africa. Anticipated conversion rates in technology development are consistent with international benchmarks in the translation of science to end-use technology. The investment per patent application refers to the level of investment in R&D activity that typically results in one patent application, and not to the cost of patent application fees and management.
