INTRODUCTION Good Morning! How is everybody doing this morning? I am really excited to be here because we have a wonderful class today about ATV’s and Safety but before we start, let me begin by telling you a little bit about myself first. My name is Deputy Sharon Shayowitz and I work for the Gilmer County Sheriff’s Office. I am a School Resource Office at Clear Creek Middle School and Oakland Elementary. Some of you may even know me because I am your C.H.A.M.P.S. Instructor. I was born and raised in New York and in 1998 I moved to Orlando Florida where I pursued my law enforcement career. I started with a small agency called the Edgewood Police Department and after a couple of years I moved on to work for a larger agency called the Orange County Sheriff’s Office. While I was there I spent a couple of years in patrol, I then worked in the motorcycle unit for a couple of years and after that I spent a couple of years working in the main courthouse. My fiancé, George and I moved to the beautiful mountains and we both now work for the Gilmer County Sheriff’s Office. There are a few classroom rules that we all must follow during this lesson and they are ….. (Posted on the wall as a constant reminder). Does everybody understand? Great! Let’s begin.

GOAL • TO PROVIDE STUDENTS WITH INFORMATION REGARDING GEORGIA STATE RULES AND REGULATIONS AS IT RELATES TO ALL-TERRAIN VEHICLES AS WELL AS SAFE OPERATION AND PROPER RIDING EQUIPMENT. • OBJECTIVES • DEFINE ALL-TERRAIN VEHICLE • PROVIDE INFORMATION REGARDING ATV OPERATION • INFORM STUDENTS OF PROPER RIDING ATTIRE AND GEAR • EXPLAIN THE IMPORTANCE OF KNOWING THE ATV • EXPLAIN TRAFFIC LAWS • PROVIDE LEARNING MATERIAL FOR FUTURE REFERENCE • DISCUSS ANY CONCERNS NOT COVERED IN THE LESSON
ALL-TERRAIN VEHICLE DEFINED “ALL-TERRAIN VEHICLE” AS DEFINED BY GEORGIA CODE 40-1-1 (3) AS ANY MOTORIZED VEHICLE DESIGNED FOR OFF-ROAD USE WHICH IS EQUIPPED WITH THREE OR MORE LOW PRESSURE TIRES AND WITH A SEAT TO BE STRADDLED BY THE OPERATOR AND WITH HANDLEBARS FOR CONTROL. “OFF-ROAD VEHICLE” AS DEFINED BY GEORGIA CODE 40-7-3 MEANS ANY MOTORIZED VEHICLE DESIGNED FOR OR CAPABLE OR CROSS-COUNTRY TRAVEL ON OR IMMEDIATELY OVER LAND, WATER, SNOW, ICE, MARSH, SWAMPLAND, OR OTHER NATURAL TERRAIN AND NOT INTENDED FOR USE PREDOMINANTLY ON PUBLIC ROADS. GEORGIA OPERATING RESTRICTIONS VIOLATIONS INCLUDE OPERATION (1) WITHOUT OPERATIVE BRAKES, WITHOUT MUFFLERS OR OTHER NOISE SILENCING EQUIPMENT, OR OTHER DEFECTIVE SAFETY EQUIPMENT OR DEFICIENCIES SUCH AS OPERATION AT NIGHT WITHOUT USING HEADLIGHTS; OR (2) USE ON PRIVATE PROPERTY WITHOUT THE EXPRESS WRITTEN PERMISSION OF THE OWNER OF THE PROPERTY OR HIS AGENT. ATV SAFETY CRISIS AT FIRST GLANCE, ALL-TERRAIN VEHICLES, OR ATVs, MAY SEEM HARMLESS ENOUGH, GIVEN THEIR BIG TIRES, APPARENTLY WIDE STANCE, 4-WHEEL DRIVE, CUSHY SEAT – BUT APPEARANCES ARE DECEIVING. THESE VEHICLES ARE BUILT AND MARKETED FOR SPEED WITH MANY ATVs CAPABLE OF TRAVELING UP TO 75 MILES PER HOUR. THEY INJURE, MAIM AND KILL MORE THAN 111,000 AMERICANS EVERY YEAR, AND THE REAL TRAGEDY IS THAT CHILDREN YOUNGER THAN 16 YEARS OLD PAY THE HEAVIEST PRICE. FOR NEARLY A DECADE, THE TOLL ON CHILDREN HAS BEEN CLIMBING DRAMATICALLY, WHILE THE OFF-ROAD VEHICLE INDUSTRY HAS AGGRESSIVELY MARKETED BIGGER, FASTER, AND MORE DANGEROUS ATVs.

OR SNELL APPROVED FULL FACE HELMETS PROVIDE THE MOST PROTECTION SHOULD FIT SNUGGLY BUT COMFORTABLE & SECURED EYE PROTECTION – PROTECTIVE WRAP AROUND GOGGLES OR HELMET-MOUNTED FACE SHIELDS GLOVES – PREVENT HANDS FROM BECOMING TIRED, SORE OR COLD AS WELL AS PROTECTING THEM FROM OBJECTS SUCH AS ROCKS, GRAVEL AND BRUSH LONG PANTS – SNUG FIT AND PROVIDE GOOD CIRCULATION.
