8. Public consultations in preparing the Strategy: • MPEG-4 p.10 (H.264 AVC) is suggested for adoption as compression standard. With explanation: • low bit rate, • compatibility with IPTV and DVB-H, • necessary for wider HDTV implementation.

9. Public consultations in preparing the Strategy: • DVB-T2is suggested for adoption as broadcast standard. Explanation: • higher bit rate available in 8/7MHz channel, • lower sensitivity to disturbances and, • network planning is more reliable due to its robustness, • by implementing DVB-T2 directly, two phases of standard switching should be avoided.

10. Public consultations in preparing the Strategy: • Analog switch-off should be done in 2012. Explanation: • surrounding countries have switch-off in 2012. • digital signal is less sensitive to neighboring emissions (than the analogue ones)

16. Digital transition scenario: • „digital island“ principle • whole territory simulcast • combination of the previous two. How long will be the simulcast durration?

17. Digital transition • In case of shortage of the spectrum (almost no free spectrum), and • According to the Network plan which is going to be finished until the end of this year, DIGITAL TRANSITION will be done: • through islands as a whole network elements, • first at the very North and South of Serbia territory.

18. Number of multiplexes: According to the suggested standards, three multiplexes could be enough for the SDTV programmes in the transition period. SDTV needs 3Mbps in MPEG-4 p.10. format for very good quality.

19. “If not, the digital dividend will become a digital defficit.” Lieven Vermale Tech. Director of EBU While planning the network we should have in mind that the scarce resource of spectrum itself belongs to the people and after the efficient compression and modulation involvement, digital dividend has to be planned on the basis of public resources being reused in the public interest.

20. Conclusion: call for next phase of consultations Based on the suggestions of previous consultations, as well as comments presented on the Ministry of Telecommunications and Information Society website, the Strategy draft is going to be prepared. We express our gratitude to those who gave us comments expecting their activity during the next turn of public discussions.
