Organization Overview • Established in 1918; • 8th largest water/wastewater utility in the U.S.; • 460,000 customer accounts; • Service area/population 1.8 million customers in Montgomery and Prince George’s Counties, Maryland; • Bi-County Board of Commissioners.
Phase I – Developing the Roadmap • One of the Commission’s Strategic Priorities • Plan, renew and sustain our infrastructure to meet customer expectations through innovative, cost-effective technology and world class asset management practices. • Determine the infrastructure needs for the next 30 years • Develop and Institutionalize asset management as a framework to strengthen current asset management practices & structure. • Improve short term and long term investment decisions and maximize use of limited resources when deciding to refurbish, replace, or modernize Commission assets
Phase II – Culture Change • Limited impact • Heavy involvement from Upper and Middle management . • Limited involvement by field personnel. • Common Language • Asset Management training for upper and middle management; • New Organizational Structure • New org chart to support Asset Management. • Positions created to support the program. • Creation of Project Teams • Tasked with developing pilot AMP’s • Project teams included the various stakeholders for each AMP. • Teams contained members from several departments.
Phase II - Results Enterprise AMP 5 System/Facility AMPs
Phase III - Implementation • Phase 3 Deliverables: • 13 Asset Management Plans • Development of additional business processes • Training / Mentoring • Continuous Improvement
