Partnerships Outline for Preliminary Engineering Report includes: Project Planning Description of existing facilities Description of issues addressed by proposed project Identification of alternatives Detailed cost estimate of recommended alternative Propose specific course of action Conclusions and recommendations A report thoroughly addressing all of the contents of the outline will meet the requirements of most agencies that have adopted the outline.
