SEDNET Mission • The Multiagency Network for Students with Emotional/Behavioral Disabilities (SEDNET) creates and facilitates a network of key stakeholders committed to assisting in the provision of a quality system of care for students with or at-risk of emotional and/or behavioral disabilities.

SEDNET Local Project Region 13 Hernando • Monthly Baker Act Meetings • SEDNET, Managing Entity, Service Providers, DCF, DJJ, Foster Care, Community Agencies, Child and Family Advocates, Law enforcement • School Counselors trained in suicide assessment • Youth Mental Health First Aid • 2015-16 received the Typical or Troubled Mental Health Grant provided training to 7 secondary schools
SEDNET Local Project Region 13 Hernando • School Resource Officers- • Trained in Crisis Intervention Team (CIT) for Law Enforcement. CIT provides law enforcement-based crisis intervention training for assisting those individuals with a mental illness and a forum for effective problem solving regarding the interaction between the criminal justice and mental health care system and creates the context for sustainable change.

SEDNET Local Project Region 7A Orange • Orange County Public Schools (OCPS) employs 12 licensed mental health counselors who, at least once per week, work directly with identified students with Emotional/Behavioral Disabilities (E/BD) in need of mental health supports. • All School Resource Officers have received Crisis Intervention Training (CIT) that assists them in responding to youth with mental health concerns in a manner sensitive to their unique needs. • SEDNET 7A has provided Trauma-Informed Care (TIC) training to OCPS school social work, school psychologist, and school guidance departments. • OCPS Behavior Department tracks students involved in restraints and coordinates with school to implement supports and behavioral interventions for high incident students.
SEDNET 7A oversees the OCPS Cooperative Agreement with 14 community mental health agencies who provide mental health counseling to students in need of support. These services take place on school grounds during the school day.
Orange • 2013 Mayor Teresa Jacobs created Orange County Youth Mental Health Commission to develop strategies to improve children’s mental health in Orange County. • Resulted in creation of a Mobile Crisis Response team for children accessible by community and schools. The purpose is to stabilize crisis situations and prevent unnecessary “Baker Act” hospitalizations. • District has a full-time position devoted to suicide prevention. This person communicates weekly with local Baker Act hospitals to ensure coordination with school system; conducts Baker Act re-entry meetings; and oversees district protocols for suicide risk assessment.
Orange • District has protocols in place for school staff to follow when a student appears at risk of Baker Act due to self-harm or harm to others. • District has a protocol in place for youth returning from a Baker Act to assist school in supporting the needs of student and ensure service continuity. • Positive Alternative to School Suspension (PASS) program has been initiated in every middle and high school. This program replaces the old concept of in-school suspension as a disciplinary, punitive method with a program that is focused on remediating missing skills that is causing the student to have behavioral issues in school. The programs use social-emotional curriculums and restorative practices to teach new skills to students.

SEDNET Local Project Region 12 SEDNET Regional (circuit wide) activities • SEDNET founded and chaired the circuit wide behavioral health consortium for five years. • SEDNET attends DJJ re-entry team staffing meetings to assist in facilitating mental health and educational linkages. • SEDNET participates in DCF child and family staffing meetings to facilitate return from SIPP placements • SEDNET participates in the FSPT staffing process to coordinate school and community services.
SEDNET Local Project Region 12 From 2010-11 to 2014-15 SEDNET Region 12 provided the following trainings for school district staff and community stakeholders . Content included: trauma informed care, de-escalation strategies training, behavioral health conditions, Crisis Prevention Intervention.
SEDNET Local Project Region 12 Volusia • School Based Mental Health Services increased from 18 school sites in 2011-2012 to 41 school sites in 2015-2016 • 250 School counselors, school psychologists and social workers attended Youth Mental Health First Aide certification training • All new ESE staff are required to attend trauma informed care training. • All school resource officers have attended trauma informed care and the school to prison pipeline training. • Monthly Behavioral Health Consortium meetings attended by SEDNET, Schools, Community and Agency Providers DJJ and DCF to review Baker Act data and community mental health needs.
SEDNET Local Project Region 12 Flagler County • Trauma informed care training provided to school district ESE leadership team, all deans, paraprofessionals and school specific ESE teachers. • School based mental health services implemented at one school site. • Monthly behavioral health consortium meeting to review Baker Act data and community mental health needs. Attended by SEDNET, Schools, Community Agencies and Providers, DJJ, DCF, • SEDNET provided the CPI advanced trauma informed care training for renewal candidates.
SEDNET Local Project Region 12 Putnam • SEDNET has provided trauma informed care training to all school resource officers. • School based mental health services have been implemented in 6 schools. • SEDNET developed the EBD task force at the Center School. This task force resulted in extensive trauma informed care training and multi agency alignment of services. The resulting process moved Putnam County from the highest rate of student arrests in the state to the number 13 position in one year. By the end of year two, Putnam was 28th in the state.
SEDNET Local Project Region 12 Putnam • Level two assessments were conducted at the EBD center school to align mental health services. Groups are provided up to twice weekly based upon identified needs. • Two elementary schools are using biofeedback technology school-wide as a tier 1 self-regulation training. • Monthly behavioral health consortium meeting to review Baker Act data and community mental health needs. Attended by SEDNET, Schools, Community Agencies and Providers, DJJ, DCF,
SEDNET Local Project Region 12 St. Johns • Mobile Crisis response team for Children responds to “Baker Act” initiations at the school level. This team assesses situation and either implements the Baker Act or initiates services. School has a Memorandum of Understanding with the Mobile Crisis unit to respond to crisis situations. • All school resource officers have received trauma informed care training. • School district utilizes biofeedback technology extensively as an aide to self regulation. All school nurses, guidance counselors, ESE/SS therapists and district behavioral specialists all utilize this technology. • SEDNET assisted district in developing a protocol for youth returning from a Baker Act or SIPP placement to ensure service continuity. • Monthly Behavioral Health Consortium meeting to review Baker Act data and community mental health needs.

SEDNET Local Project Region 4 Duval • Youth Mental Health First Aid pilot School District • Family Services Planning Team- SEDNET developed and chairs a multidisciplinary team meeting to review the 5 -10 most complex cases who have received multiple Baker Acts with above average lengths of stay. The core team includes a Duval county representative, DCF case workers, DCF SAMHA children’s representative, UF Pediatric Behavior Wellness Center representative, parent/guardian family members, Targeted Case Managers and Wraparound Coordinators.
SEDNET Local Project Region 4 SEE YOU AT THE TOP- High School adolescent program for youth with histories of trauma, behavior and/or mental health disabilities. The program began 7 years ago to address mental health needs, high rate of Baker Act examinations, lack of academic success and low graduation rates. Baseline data was collected and compared to the results 6 months later.
SEDNET Local Project Region 4 Social Skills Magic Group • SEDNET collaborated with First Coast Behavioral Solutions to develop a program to serve the families at the Top 10 FSPT meetings. The program takes place at the agency. Both the designated student and his/her siblings attend the social skills group. The students are placed into three different groups. One group is run by a magician who has great strengths in working with this population. During this group, parents gather together to discuss what their lives are like, the financial and emotional problems developed, strains on work and marriages and pressure on the siblings.
SEDNET Local Project Region 4 • The parents make a commitment to attend two meetings per month. Several participating families have exchanged phone numbers. There are currently seven actively involved families. The students prior to participating have had more than 10 Baker Act evaluations in the 6 month prior to the beginning of the group. None of the children have been Baker Acted since this program was initiated. One child has been placed in residential.
SEDNET Local Project Region 4 Clay - School District Baker Act Reentry Process- SEDNET facilitated a meeting with the Regional Baker Act Child Receiving Facilities that included the SAMHA Children’s Director, the three agency directors , SEDNET Project Manager and Assistant Superintendent of Climate and Culture. The team reviewed the data and determined that the high numbers of Baker Act evaluations within Clay County were not initiated at school. The team then created a program where the Baker Act facilitates would notify Clay County Schools when a student is present at the facilities but only if the parents sign a release of information. SEDNET serves as the point of contact.
SEDNET Local Project Region 4 Clay- The facilities fax SEDNET the discharge paperwork, then the school based social worker is notified who then notifies the school. SEDNET follow up includes phoning parents to determine if additional assistance is needed in obtaining follow up appointments and parents are then invited to attend one of our Family Services Planning Team meetings to develop a plan for the student. Parents have been very receptive and open to receiving assistance.
SEDNET Local Project Region 4 • Daniel Respite Program- SEDNET and Daniel collaborated to create a respite program. SEDNET 4 assists in the placement and review of students in SIPP. Daniel developed a program where students could stay for two week in a specified residential cabin with the stipulation that the parents had to come to dinner on Wednesday and were still responsible for taking their children to appointments. Daniel provides transportation to/from school so the student’s education is not disrupted. This program has been a great success and currently it is being included to discharge plans when appropriate.

SEDNET Local Project Region 10 Broward- SEDNET Project Manager Suicide Prevention Train the Trainer since 1999 implemented in the school system in 2008. Collaboration with statewide project at USF on Suicide Prevention since 2008. Suicide Prevention Activities • Peer Counselor Classes Suicide Prevention YSPP curriculum in schools • 4 sessions at 50 min each for Middle or High School • ESE Counselors doing in schools and team leads • Data collection pre post survey for each student
SEDNET Local Project Region 10 Suicide Prevention Activities • Suicide Prevention Education all schools, Elementary Schools YSPP Riding the Waves which includes, 12 sessions at 50 min each, Parent education and open house two nights in the 12 weeks, emails and information weekly to parents, data is collected at the end of 12 weeks to determine impact from parents and students • Data base - Baker Acts Follow up calls and meetings (if requested) and action for all entries, support documents sent and reviewed phone or in person, data collection review and support • Liaison between community and school, collaboration with Jason Foundation and approved trainer

Future directions, data, concerns ….. • What % of youth intended to harm self and what % intended to harm others? Prior mental health history or developmental disorder? Is data available by gender and race? • Is transportation by law enforcement our only options? Can the experience create trauma and/or more stigma for the youth? What data is available for alternatives, such as children’s crisis transportation and how and when is it being utilized? • Data regarding mobile crisis teams in schools? • Collaboration of Schools, State and Community Agencies recipe for success?
