What is a gap analysis? • It is a comparison between texts to find differences/gaps between them • One text is the “lead text” – without gaps • The use of a table to enable identification of all gaps – important and less important ones • Focus is on gap in meaning – not in wording • Note! The identification of gaps does not include the bridging of such gaps

Best Practices Papers The EU-members states implement the directives • However each country in different ways • Best practices paper gives insight to the implementation design used in various member states • The feature of Best Practice papers is to demonstrate that the result can be reached in different ways and show the options available

Effects of output The gap analysis and best practice papers: • Feed into the legislative process • To concretely identify gap / difference (What) • To provide inspiration from other countries on how specific regulations have been implemented (How) • Provides basis for transfer of knowledge to experts e.g. within PPO and other institutions
