Facility Profiler • Why did we implement the Facility Profiler • How the Facility Profiler Works • Facility Profiler Mapping Tool Overview
What Is the Facility Profiler • Facility Profiler is a warehouse database for Facility Data from multiple programs within the Environmental Health Section • Data it maintains: • Facility Name • Facility Location (address, TRS, Lat Long) • Facility Sub Locations • Facility Contacts • Program(s) that permit/regulate the facility • Most recent inspection date by each program
Environmental Health Section (EHS)Organization • EHS Section has 5 divisions organized by media • Air Quality • Waste Management • Water Quality • Municipal Facilities • State Laboratory (Chemistry and Microbiology)
EHS Organization Cont.- • Each Division has programs that implement environmental regulations. • Ex. Waste Water Discharge, Solid Waste Program, Drinking Water Program, Air Quality Permitting Program, etc… • Each program has developed its own database tracking system.
Section Wide Enterprise database solution Ware house database Hybred Very Expensive, Very Process Dependent Data is duplicated, but everyone has their own data Requires a lot of coordination and who owns what data We chose Ware house Data Integration- How do we share data?
FP is a Microsoft .NET with a Microsoft SQL Database. Web Application Stored Procedures extract facility data from program databases each night Data retrieved includes Name, Location (911 address, TRS, Lat Long), Contacts, Program permit data. Checks for new facilities and changes to data How Facility Profiler Works
How Facility Profiler Works-Cont. • Program databases must have a name and a location for a facility to load into FP • FP Converts 911 address to Lat long (using ESRI ArcWeb Services) • Converts TRSQ & UTM to Lat Long • From the Lat Long point, FP uses the state GIS Hub to derive Geographic data. (County, Health Unit, River Basin, Legislative District, TRSQ and Hydrologic Unit)
How Facility Profiler Works-Cont. • FP has a merge tool that allows you to quickly and easily find duplicate facilities. • Search by Name and/or Address and/or Vicinity • FP Administrator can merge duplicates or pass them to individual programs to determine if they are duplicates.
How Facility Profiler Works-Cont. • FP then publishes a table of Facility Locations and Sub Coordinate Locations on the GIS Hub. • This enables the FP Mapping tool to display facility and sub-coordinate locations. • FP has a tool where web enabled program databases can be linked to FP
FP Mapping Tool • The FP Map Tool is a separate component from FP – but integrates with FP. • The FP Map Tool is based on the state GIS Hub Explorer Map Tool. • Contains a data layer with all Facilities and Sub Coordinates from FP. • Provides limited GIS tools for section staff who do not have Desktop GIS License.
Benefits of Using Facility Profiler • Facility Profiler • Allows for integration of information between programs. • Allows programs to use their same database system. They do not have to change. • Provides additional features such as quick and easy location validation, and facility mapping tool- which provides a simple GIS tool for programs.
Measurable Efficiencies • FP efficiency. • Staff can easily find what programs permit or regulates a site, as well as contact information. • Some programs are using it for assessing sites for spills or environmental impact which was done manually before. • More access to GIS tools • One program was making aerial pictures of sites, then linking to database. They now link to FP map tool that provides dynamic maps with multiple layers including aerial photographs.
