SAP Operational Plan • To increase the prospect of success of the implementation of the SAP • To assist the countries to formulate of realistic ,applicable and treacable NAP priorities actions • To trigger the cooperation between CPs • To enhance the coordination with national and regional stackholders

SAP Operational Plan • Defines the scope • Describes the conceptual framework • Proposes an institutional set up • Defines a multifonction control process for the implementation of the NAPs • Indicates approach and methodology to meet the agreed objectives of the SAP

Scope • Guiding the CPs in the long term implementation of the SAP • Addressing LBS • Focussing on Urban and Industrial Point Sources. • Preparing the field to address Diffuse sources at later stage

Conceptual framework • It includes • objectives, • principles and, • approaches which take into consideration the differents levels of socioeconomic, technical ,scientific and administrative competency of different cultural values and environmental priorities.

Institutional arrangements • Role of actors and stackholders at National and Regional levels • Strengthen existing institutional set up to support the implementation of the SAP • Create new multidisciplinary local and national bodies as appropriate. • Define implementation process for the preparation of the NAPs.

REDUCTION OF RELEASES OF INDUSTRIAL POLLUTANTS INTO THE SEA • The National Budget approach • Applying a national budget approach will mean that "each Mediterranean country shall reduce by (x%) their aggregate releases of a targeted pollutant by the year (y) with a reference to a national baseline budget of releases for each SAP targeted pollutant" U N E P /M A P United Nations Environment Programme -Mediterranean Action Plan SAP

REDUCTION OF RELEASES OF INDUSTRIAL POLLUTANTS INTO THE SEA In order to apply the national budget approach: 1. each country should set up its own national "baseline budget" for each targeted pollutant, with the assistance of the Secretariat as needed; 2. the "national baseline budget" for a SAP targeted pollutant will be the sum of the individual releases; 3. any country may transfer internally release reduction targets between different activities generating the same pollutant according to the socioeconomic and environmental priorities prevailing in the country. The National Coordinators adopted the year 2003 as the year for calculating the budget of releases of each SAP targeted pollutant to be able to start the agreed reductions and monitor changes in subsequent years.
