Background Since 2001, from UNGASS and the Global Fund launch, there is a crescent investment of financial resources in the developing world… But there is an urgent need to articulate and integrate the efforts of different actors, such as donors, countries and other partners, at Country level.

  4. Global Initiatives • Global Fund • World Bank (MAP) • PEPFAR and other bilateral programs • Three by Five (WHO) • Universal Access by 2010

  5. Implementation Gaps • Increase on the number of stakeholders • Increase of financial resources • Lack of harmonization and alignment at local level • Lack of human resources and local capacity • Low performance at local level

  6. Capacity building • Improve abilities • Linkages with health system • Donors agenda • Technical assistance • Which logic? Consultancy Market or Public Health?

  10. Based on “Horizontal” Technical Cooperation →Sharing experiences and policy dialogue→ Not “vertical”→ Building partnerships→ A commitment to attend to specific needs of each country – “tailored” projects

South SouthCooperation • South-South cooperation programs may help to reduce the gaps in technical and human resources, which represent a powerful obstacle for the implementation of local responses to the epidemic, through favoring the flow of knowledge, abilities and technologies, continuously and permanently.

What is ICTC? • “A joint initiative between the Federal Government of Brazil and the United Nations Joint Programme on HIV/AIDS (UNAIDS), based on the need to increase and nourish sustainable national responses to the AIDS epidemic through horizontal cooperation and the exchange of knowledge between developing countries, with an emphasis on south-south cooperation” • Co-sponsors: DFID and GTZ

  15. StrengtheningLocal Responses • Facilitate and optimize the use of knowledge, experiences and technical resources through the elaboration, implementation, monitoring and assessment of technical cooperation programs among these countries, for the enhancement and strengthening of national responses to the AIDS epidemic.

Current Projects:Latin America CountryProject Bolivia Training project in clinical management and logistics, and Civil Society mobilization (with DFID and PAHO) Colombia Training project (with GTZ) Dominican Republic ICP (approaching completion) El Salvador ICP (approaching completion) and Training project (with ABC, initiating) Ecuador Training project in clinical management and logistics, and Civil Society mobilization (with DFID and PAHO) Honduras Training project in clinical management and logistics, health services organization, and Civil Society mobilization (with DFID and PAHO)

Capacity Building Activities:Civil Society Networks • November 2005: Workshop in capacity building of gay men and transgender groups in advocacy and human rights organized by ASICAL with participation of two accredited institutions: Grupo Dignidade, Grupo Gay da Bahia and Grupo Arco Iris • November 2005: “Workshop: International Trade and Human Rights – the Case of Access to Medicines.” Held by the Brazilian Interdisciplinary AIDS Organization (ABIA) and Conectas Direitos Humanos  • January 2006: Workshop on intellectual property rights and access to health, organized by LACASSO and the ‘”One World, One Fight Initiative” • April 2006: Workshop on Advocacy and Political participation held by Gestos and GAPA.
