  11. Intelligence Gaps • What made street drinking a problem in Camberwell? • Who were the drinkers? • Where were the key locations? • How could we find out more information?

Research • Outreach workers - engaged with street drinkers to establish their issues, needs and concerns. • Safer Neighbourhoods team - developed intelligence gathering systems to photograph and identify individuals, log incidents of both anti-social behaviour and crime related to drinkers as perpetrators and victims. • Best practice – national and international.

  13. Initial Findings • Over 150 street drinkers in the area • Hardcore of 30 in area every day • Congregated in key locations • 9am to early evening

  14. Analysis - Core Group • 90% white • 95% had housing • 94% lived outside area • 96% alcohol and drug dependant • 92% attended addiction services in area • 75% had major physical health problems • 50% female

  18. April 2005 • Between March 2004 and March 2005, there were on average 50 visible street drinkers in Camberwell. The drinkers were in the area between the hours of 9am to 8pm, seven days a week. • Our original aim to reduce street drinking in Camberwell by 75% by our target date of April 2005 was not achieved.

  19. Dec 2005 – July 2006 • 22 ABC’s and 6 ASBO’s serviced. Highest number of any Community Council area. All three breaches of ASBO led to custodial sentences • In the last quarter of 2005, there were only 5 visible street drinkers in the area, drinking on two days a week. • This represents not only an 89% reduction in numbers of drinkers but also a 71% reduction in frequency of drinking. • Drinking in groups has stopped altogether in the key locations and requests for detox from the drinkers have more than doubled. Others, for the first time in their lives, have given up drinking.  • This target has continued to be meet throughout 2006. • The Green has now become a public space reclaimed by the community
