  2. What is the LBIS? • Provides strategic guidance for land based investments and aligns the targets and outputs for eligible activities with government’s goals and objectives.

  3. LBIS goals 1) Maximum productivity of forest resources. 2) Sustainable development of forest resources. 3) Coordinated, integrated and sustainable management, development and use of natural resources.

  4. LBIS objectives and strategic priorities 1) Best return from investments and activities on the forest and range land base. 2) Encourage investments to benefit forest and range resources. 3) Manage impacts on forest and range resources from pests, disease, and wildfire. 4) Mitigate mid-term timber supply shortfalls. 5) Maximize timber growth in the provincial forests.

  5. Performance measure of an annual timber volume gain of 6.8 M m3 (millions of cubic metres) from silviculture investments

  6. What has changed • Prior to 2010 there were a multitude of funding envelopes – LBI, FFT, FIA, base funding etc. • All land base activities are now planned and delivered from a common funding source

  7. What has not changed • Forests For Tomorrow continues - in addition to current reforestation of MPB and Wildfire impacted areas FFT has a role in Timber Supply Mitigation, Fertilization and Forest Health

Scope: • Investment categories of the 2011-12 Land Based Investment Strategy that are supported include: • Forests for Tomorrow (FFT) • Timber supply mitigation • Current reforestation • Forest health and invasive plants • Tree improvement • Forest inventory • Fire management • Fish passage • Ecosystem Restoration • Range • Recreation

FLNRO staff role in development of longer term planning and delivery model • Corporate Initiatives Office (CIO) will work with all branches within the FLNRO to evaluate all potential natural resource sector investments to determine over-arching goals, objectives and scope of the LBIS • Resource Practices Branch (RPB) will work with a broad cross section of Headquarters, Regional, District and BCTS staff in an internal consultation process to revise and broaden the LBIS silviculture planning process.

District and Regional roles in planning • FLNRO Regional Specialists Staff • Identifying opportunities • Collaboration with RPB in the recommendation of tactics required to achieve provincial goals, objectives, indicators, and targets. • Balancing the achievement of regional targets with provincial goals and priorities. • FLNRO District Staff • Strategic planning at the local level

District and Regional roles in delivery • FLNRO Regional Specialists Staff • achievement of the portion of the Land Based Investment Strategy within their respective region where they are directly responsible for delivery • FLNRO District Staff • Achievement of the portion of the Land Based Investment Strategy within their respective District where they are directly responsible for delivery • Directly managing contracts to deliver LBIS activities – planting, brushing, site preparation • BCTS/Timber Tenure Licensees/Recipients/Consultants • Responsible / Obligated to meet standards for any contracted activity.

Activities in the Thompson Okanagan and Kootenay Boundary regions in 2011-12 • 6.1 Million trees planted • 1,800 hectares site preparation • 8,300 hectares Backlog NSR • 16,000 hectares of silviculture surveys • Defoliator spraying and bark beetle control • Ecosystem restoration in the Kamloops, Cascades, Okanagan Shuswap, Selkirk and Rocky Mountain Districts • Juvenile spacing planning underway
