Workpackage 3 Analisis and Exchange of Information • Tasks: • Analisis of the current situation of chemical industry in each partner region. • Identify strengths, weaknesses, opportunities and threats of chemical logistics in the partner regions as basis for exchange of experience • Develop a description of chemical logistics to have a common understanding of current situation • Identification of regional needs and future potential areas for cooperation and implementation of feasibility studies • Using Regional Stakeholder Meetings as Expert Workshops for analysis of strength and weaknesses, chances and barriers and the identification of best practice cases

Selected pre-resultsOpportunities • Central Location in Europe at the crossroads of transport axes • Positive economic development and increasig freight transport • Good infrastructure especially road in Central Germany • International harmonization of transport and traffic related laws and regulations (in particular regulations for hazardous goods and safety and security) • Prioritization of traffic infrastructure issues within the political programs with special focus on international coordinated projects • Infrastructure employment costs (costs of usage) as a vital source for financing infrastructure projects • Cross-border capacity planning of traffic infrastructure across-the-carriers • Reasonable and transparent policy on financial subsidies in the field of traffic and transportation for traffic infrastructure and the carriers rail and inland waterway

Selected pre-resultsChallenges and Threats • Lack of pipeline connections for Olefins between the chemical complexes • Rail Systems in West- and East-Europe not compatible • Inadequate rail- and road infrastructure • Lack of terminal structure for Inter-Modal traffic • Congested ports in the Baltic and the Black Sea • No harmonization of administrative and technical standards • Burocracy in Customs Clearance (RID SGMS) • No harmonization of social standards (driving hours etc) • No common safety and security standard • Absence of Emergency Response and Crisis Mgmt Systems (i.e. TUIS) • Hard to find people with excellent logistics background
