Freight ForwardTHE RETURN OF REGIONAL PLANNING? Ernst Zöllner, NZTA GM Strategy & Performance NZ Institute of Highway Technology Improve Transport – Improve the Economy, 1 November 2010
OUR CHALLENGE… In order to maintain our standard of living, NZ will need to ‘earn’ more (through exports) However, of all OECD nations, NZ: has the smallest ‘domestic’ market is furthest away from its export markets This ‘distance from market’ is a penalty on NZ equal to about 10% of GDP (OECD, 2008) As a nation, we therefore cannot afford to be less than super efficient in our transport logistics Network providers and operators must excel in our efforts to improve the efficiency of freight (and in particular, product to market) Can some form of regional planning be the answer?
The regional spatial development plan Example of a map
Four-pronged freight action plan Investment in networks and systems to support freight Managing the national networks (road and rail) to support freight Improved planning networks to facilitate the efficiency of freight Facilitating the most efficient access to (and use of) the transport networks by freight operators
Starting at the demand side • No national NZ transport strategy or national transport plan or comprehensive inter-regional corridor plans • Some regional strategies and plans e.g. Auckland • Instruction in GPS to undertake ‘integrated planning’
