Spring QRAM - Tuesday, March 12, 2013 Change in California Congressional Districts • With the swearing-in of the 113th Congress, California’s Congressional districts have changed. • The new congressional districts for UCI campus are as follows: • UCI campus: Congressional District 45 • UCI Medical Center: Congressional District 46 • Long Beach VA Medical Center: Congressional District 47 • Effective immediately, please use the new congressional districts when preparing proposals to the federal government.

3. Spring QRAM - Tuesday, March 12, 2013 NSF Automated Compliance Checking • Beginning March 18, 2013, FastLane will check for allGrant Proposal Guide (GPG) required sections of the proposal. • GPG Required Sections of the Proposal: • Project Summary * • Project Description • References Cited • Biographical Sketch(es) • Budget • Budget Justification • Current and Pending Support • Facilities, Equipment & Other Resources • Supplementary Documentation • Data Management Plan * • Postdoctoral Mentoring Plan (where applicable) * * These proposal sections are already being auto-compliance checked

Spring QRAM - Tuesday, March 12, 2013 NSF Automated Compliance Checking • Principal Investigators (PI) will receive warning messages if any of the GPG required sections are missing, however, the PI can submit the proposal to the Sponsored Projects Office (SPO) • FastLane will prevent submission from the SPO, if any of the GPG required sections is missing. • Proposals submitted through Grants.gov also must include all GPG required sections or include a document stating that the section is “Not Applicable.”

5. Spring QRAM - Tuesday, March 12, 2013 NSF Automated Compliance Checking • Proposal submission instructions that deviate from the GPG will require special attention: • Conference, symposia or workshops • International travel grants • Program solicitations • If submission instructions do not require one of the above sections, proposers will need to insert text or upload a document in that section of the proposal that states, “Not Applicable” • FastLane permits Biographical Sketches and Current and Pending Support sections to be uploaded as a single PDF for the PI, co-PI, and senior personnel. • For FastLane to accept the proposal, proposers must insert text or upload a documents that states, “Not Applicable” for any co-PI or senior person.

6. Spring QRAM - Tuesday, March 12, 2013 Treatment of Indirect Costs: REU Submissions • The Research Experiences for Undergraduates (REU) program supports active research participation by undergraduate students in any of the areas of research funded by the National Science Foundation. • Typically, REU support is issued as a supplement to an already existing NSF research project. • Recovery of Indirect Costs (F&A) is now prohibited on all Participant Support Costs for REU submissions. • This limitation entails mandatory cost-sharing by the University and constitutes an exception to NSF’s cost-sharing policy.

7. Spring QRAM - Tuesday, March 12, 2013 NSF Proposals – References Cited • As noted in the NSF Grant Proposal Guide, reference information is required. Each reference must include the names of all authors (in the same sequence in which they appear in the publication), the article and journal title, book title, volume number, page numbers, and year of publication. • Recently, NSF returned a proposal to SPA without review because the PI did not comply with these guidelines and it was after the submission deadline. • The Program Director recommended proposals be submitted at least one week before the deadline so that if a compliance issue is identified, revisions can take place before the deadline.

8. Spring QRAM - Tuesday, March 12, 2013 Post-Submission Material Reminders • Post-submission application materials are those submitted after submission of the grant application but prior to the initial peer review. • The list of acceptable post-submission materials in the policy includes: • Revised budget page(s) - due to new funding or institutional acquisition of equipment • Biographical sketches and/or Letters of support or collaboration – resulting from a change in senior/key personnel due to the hiring, replacement, or loss of an investigator • Adjustments resulting from natural disasters (e.g., loss of an animal colony) • Adjustments resulting from change of institution (e.g., PD/PI moves to another university) • News of an article accepted for publication (a copy of the article should not be sent)

9. Spring QRAM - Tuesday, March 12, 2013 NIH Public Access Policy and the Implications to Awards • Since 2008, compliance with the NIH public access policy has been a statutory requirement and a term and condition of all grant awards and cooperative agreements. • The NIH Public Access Policy ensures that the public has access to the published results of NIH funded research. It requires scientists to submit final peer-reviewed journal manuscripts that arise from NIH funds to the digital archive PubMed Central upon acceptance for publication. • With Notice NOT-OD-12-160, NIH informs grantees that in Spring, 2013, at the earliest, NIH will delay processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy. The award will not be processed until recipients have demonstrated compliance.

Spring QRAM - Tuesday, March 12, 2013 eRA Commons Users: Publication Reports • The My Bibliography feature in My NCBI may be used to generate a PDF report of publications  that may be printed and submitted as Section 2.2.6, Section E “Publications,” of the paper PHS 2590 progress report. • Please review the NIH guide notice: NOT-OD-13-017 for additional information.
