Do we even need the Single Sky? In 2011, the failure to implement SES resulted in: • 17.9 million minutes of ATFM delays costing an estimated €1.45 billion; • 8.1 million tonnes of wasted CO2 • €3.73 billion in costs from flight inefficiencies • A total economic cost of €13.49 billion (made up of costs, delays, etc)
Why is it taking so long? The symptom • Politics plays too much of a role in ATM • States are not fully committed to change • Separation between ANSPs and States is still not strong enough The Result • Short term thinking mixed with politics • “Government based” decision making
What do we want to achieve? To achieve by 2020 relative to 2005: • A three-fold increase in capacity where needed; • Improve safety performance by a factor of 10; • A 10% reduction in the effects flights have on the environment • Reduce the cost of ATM services to airspace users by at least 50%.
Are we on track? • Looking at RP1 • Capacity – “not only met but exceeded the target” • Safety – “the monitored results clearly show that some areas for improvement exist” • Flight efficient – “approximately 2% margin of improvement in planned performance” • Cost effectiveness – “a very good level of performance Community-wide in meeting the target”
Are we on track? • But • The RP1 targets already caused Europe to diverge from the long term aims • The proposed RP2 targets will cause a further divergence from the overall aims
What we need? • A much greater level of ambition in target setting that drives real change in the system • Target setting that is binding and replicates the pressures of a competitive environment
Long term change • The performance scheme is delivering only incremental change • Tough choices need to be made to realise long term benefits • Short term deferment of investment is not a solution
Conclusions • We all want the Single European Sky to be delivered but it needs to be accelerated • In the short term: • More ambition and commitment to the performance scheme • Less involvement of governments and politics • In the long term: • More structural change to the business
