“Intrusive” Leadership Col Frazier 11th Marines 01 Dec 11
Objective • Raise/discuss issues • Clarify mission requirements • Provide recommendations • Share LL/Best practices
Introduction • Transition to Post OIF/OEF Marine Corps: • Significant changes • Reduced OpTempo and resources, more time in garrison • Significant challenges • Shift in mindset • Shift in leadership requirements • Spike in “Bad Behavior” • Drugs, DUI, DV, crimes, injuries, suicide, lost/damaged gear, etc… • Officer misconduct • Why? • How to attack this and fix it? • Your role? My role? • But first, do we actually have a problem?
Perspective • Times change • “Old” Corps (80s-90s): ‘slow’ optempo • No combat experience, single threat • No cell phones, no Internet • Old gear, lots of maintenance, lots of inspections • “Post 9/11” Corps: ‘intense’ optempo • Incredible combat experience, many threats • Increasingly “connected” • Unlimited resources, less oversight • “New” Corps (Post-OIF/OEF): ??? • Amphib Ops, Focus on PACOM: TSC • Reduced resources • “New normal??”
“Old” Corps Plt Cmdr • Training/Deployment • Garrison ops
“New” Corps Plt Cmdr • Today’s troops • Today’s challenges • Today’s mission for our company grade officers: “What now Lieutenant?” • Role of PltSgt • Role of NCOs • Role of Plt Doc • Role of the “Salty LCpl”
Recommendations and Resources • Mindset/Approach • Time • Combat TTPs • Plt Cmdr’s Notebooks • Facebook? • OSCAR • ORM • Troop Welfare: • Safety • QOL/Morale • Pro Development • Fitness/Med/Dent • Finances/Mail/Chow
