  8. General Information and Forms Read the entire Solicitation document. Questions are submitted via NTTA Marketplace by pressing the solicitation’s Q&A button. All addenda must be acknowledged at time of proposal due date. Submit all required forms signed in blue ink.

  9. Don’t Become Non-Responsive or Disqualified! 2 1 3 Late proposals will not be accepted. This is an active Solicitation. Communication related to this Solicitation should only be with Procurement Services and Business Diversity. Communication with anyone outside these departments is grounds for disqualification

  10. Disqualifications (RFQ) Qualification must be submitted with response. The submission of price within qualification is grounds for disqualification. The Business Diversity form(s) must be submitted with qualification response. Non-submittal of Business Diversity form(s) is grounds for disqualification.

  11. Insurance Requirements Please have your broker/insurance agent review the insurance requirements in this solicitation to make sure your company can meet or exceed the requirements. A certificate of insurance will be required and reviewed for compliance prior to contract execution. 1 2

  12. Insurance Requirements Questions related to insurance should be submitted in writing. The written questions will be sent to the Insurance Program Administrator for response. The questions and responses will be released via addendum. 3

Existing Conditions • Facility opened to traffic in stages from 1999 to 2012 • Construction by both TxDOT and NTTA contracts • Multiple land uses along corridor (residential, commercial, mixed use, entertainment) • Existing lighting systems • HPS • Safety lighting at exit and entrance ramps • Underpass lighting most bridges • Continuous high-mast lighting through Irving (by agreement) • Full lighting at main lane plazas and interchanges • Some modifications through improvement projects • Inconsistent light poles (TxDOT mast arm style and NTTA davit arm poles)

Existing Conditions • Existing electrical services vary • TxDOT style services for older portions of PGBT (Beltline Rd to SH 78) • NTTA style services (200 amp and 400 amp) in Eastern and Western Extensions • ITS, tolling, existing lighting and irrigation fed from common services • Most existing structures do not have provisions for lighting installation • Widening of PGBT completed or underway from IH 20 in Grand Prairie to SH 78

Scope of Work • Develop new NTTA Roadway Electrical System Manual (RESM) • Existing RESM is over 10 years old and based on providing extra capacity for future systems • Update for current technologies (LED) • Blueprint to be used for future NTTA projects • Leverage existing TxDOT and national design criteria • Establish consistencies for ease of maintenance • Inventory existing systems to determine recommendations for replacement versus improvement/updating • Develop alternatives for continuous illumination and underbridge lighting • Comprehensive photometric design • Recommendations for packaging construction packages for staged construction

Scope of Work • Develop detailed construction plans for continuous illumination and underbridge lighting • Layouts and line diagrams • Conduits, junction boxes, electrical services, wiring diagrams • Update and/or develop standard drawings • New electrical services as required • Miscellaneous details including structure mounting (blisters) for walls and bridges • Verification of existing overhead and underground utility conflicts • Determine electrical loads and existing power sources to aid in setting new electrical services • Cost estimates at various project submittals • Preparations of specifications and estimates

Scope of Work • Recommendations for temporary lighting or maintaining existing lighting during construction • Explore new technologies and best practices for NTTA consideration • Potential infrastructure for future ITS expansions • Remote detection of system failures and performance monitoring • Copper theft mitigation • NTTA will provide existing plans and geotechnical data so designer can determine supplemental service needs
