LA State Freight Plan • First “official” plan, but freight has been a major consideration in other plans and programs. • In developing our State Freight Plan, LADOTD staff and consultants will be pulling information from existing plans as well as the three plans currently being developed: • Long Range Transportation Plan • State Rail Plan • State Aviation Plan

Existing Plans and Programs • Port Priority Program provides ~ $20,000,000 per year of state funds. • Aviation Priority Program provides ~$28,000,000 to $40,000,000 per year of state funds. • Highway Priority Program provides ~ $1,000,000,000 per year of federal and state funds. • All “links” and “nodes” addressed by existing plans and/or programs. • Freight Information?

Existing Plans and Programs • All preceding charts and tables were pulled from the LRTP only, which covers freight at only a high level and focuses primarily on highways. • The marine, rail, and aviation plans each provide much more detail for freight for their respective modes. • The bulk of the research-related work is completed, so what’s next?

LA State Freight Plan Step 2: Establish Freight Goals and Performance Measures • Some already developed for LRTP • Based on future data availability • Will meet the goals of the National Freight Policy • Improving the contribution to economic efficiency, productivity, and competitiveness • Reducing congestion • Improving safety, security, and resilience • Using advanced technology, performance management, innovation, competition, and accountability in maintenance and operations. • Reducing adverse environmental and community impacts

LA State Freight Plan Step 3: Coordinate with Freight Stakeholder Groups • Existing Advisory Councils for LRTP • Aviation Advisory Council • Freight Railroad Advisory Council • Intelligent Transportation Systems Advisory Council • Intermodal Advisory Council • Ports and Waterways Advisory Council • Regional Planning Officials Advisory Council • Surface Passenger Advisory Council • Trucking Advisory Council • Will form a separate Freight Advisory Council

LA State Freight Plan Step 4: Evaluate Existing Conditions and Performance • Again, we can pull information from the previously mentioned plans. • We may also use a study underway by the Louisiana Board of International Commerce • Master Plan for strengthening LA’s international trade status • Bulk Cargo Strategy • Re-Shoring Initiative • We will also use our new Travel Demand Model, Transearch Data, Freight Needs Survey Data, ITTS Data, FAF, etc.

LA State Freight Plan Step 5: Conduct Freight Investment Analysis • Using all of the previous information from steps 1-4 and in accordance with US and LA goals, we will develop a list: • Projects • Strategies • Policies • Will develop a ranking methodology, but will NOT prioritize the projects.
