Title 23 of the Federal Rules & Regulations, Section 450.334(b) state: “In TMAs, the FHWA and the FTA jointly shall review and evaluate the transportation planning process for each TMA no less than once every four years to determine if the process meets the requirements of applicable provisions of Federal law…” Opportunity to Enhance and Refine Planning Processes

Transportation Management Areas (TMAs) An MPO is designated in urbanized areas with a population greater than 50,000 people An Urbanized area with a population over 200,000 is designated a Transportation Management Area (TMA).

Transportation Management Areas (TMAs) Within the TMA, the MPO shall: Develop a 3-C transportation planning process; Include a congestion management system providing for effective management of new and existing transportation facilities; Select all federally funded projects within the TMA's boundaries; Be certified by the Secretary not less often than once every four years.
