Corrective Action Program Effectiveness – A Regulatory Perspective Leonard Wert U.S. Nuclear Regulatory Commission, Region II CAPOG Meeting August 22, 2013
Outline NRC Role related to CAP What is working well Recent/Current Challenges INPO “Excellence in CAP” Project Related Current NRC Activities
NRC Roles • Enforce regulatory requirements • Evaluate licensee performance vs standards and procedures (PI&R inspections) • More than one “correct” program • Ensure ROP premise is maintained • Assess overall effectiveness, address issues if significant
CAP - What is Working Well? • Support of positive Safety Conscious Work Environment and premise of the Reactor Oversight Process (ROP) Robust, well structured and mature Focused on resolving safety issues Strong identification of problems
Current Challenges Prioritization/Significance Assessment Causal Analyses (“Mindset” applied) Trending Effectiveness Application of vendor information Effectiveness Reviews
Supplemental Inspection Insights Lack of timely resolution – “normalization” of degraded conditions. Inadequate trending – aggregate impact of deficiencies not identified. Actions need to fully address cause analyses results, including program deficiencies.
Excellence in CAP Initiative • Adherence to regulations and standards • (Fundamental role of the CAP) • Ability to detect/resolve causal factors • Ability to prioritize • Support of positive Safety Conscious Work Environment • Continued support of ROP premise
Excellence in CAP - More NRC accepts different programs/processes Devil will be in the details Change communications – vital to success NRC supportive of enhancing effectiveness
Related NRC Activities • ROP Enhancement Project and ROP Independent Assessment • Supplemental Inspection timeliness • Instances of protracted SCCIs • Safety Culture Policy Statement and Common Language implementation
