  4. FY 2008 Gov’s Action Total = $2,471.3 million Includes GF, SLOF for MAP & MAP Plus, and State Pension Fund Total = $2,545.2 million Includes GF and State Pension Fund (no SLOF approp. for MAP, MAP+)

FY 2008 Gov’s Action A refresher on IBHE FY 2008 priorities: • Improving College Affordability • Enhancing Faculty and Staff Support • Base Operating and Equalization Grants • Performance Contracts for Nursing and Teacher Preparation • Data Integration • STEM Diversity • Protecting the State’s Investment in College and University Facilities

FY 2008 Gov’s Action – Public Universities • IBHE Recommendations $1,351.4 M $17.9 M 1.3% • 2% increase after adjusting base to remove add-ons, 1.5% increase for personal services plus $6.6 million for performance contracts • Governor’s Action $1,357.1 M $23.5 M 1.8% • General Assembly appropriated 2.0% to personal services, no performance contracts; Governor’s vetoes reduced increase to 1.9% for personal services; some FY08 add-ons

FY 2008 Gov’s Action – Community Colleges • IBHE GRF Recommendations $310.7 M $4.6 M 1.5% • 2% increase after adjusting base to remove add-ons; increase unrestricted grants by $5.0 M plus $1.0 million for performance funding • Governor’s Action GRF $309.9 $3.9 M 1.3% • $7.3 million for Veteran Grant Shortfall and $750k for College and Career Readiness pilot; veto Student Success Grant, GA increase to Base Operating Grants, and several Designated Grants

FY 2008 Gov’s Action – ISAC • IBHE GRF Recommendations $411.6 M $10.7 M 2.7% • Increase funding for MAP, Silas Purnell IIA, and Dependents Grants; fund Nurse Educator Loan Repayment • Maintain SLOF funding for MAP, MAP Plus • Governor’s Action $429.2M $28.2 M 7.0% • Shift $26.8 million for MAP from SLOF to GRF, but no increase in total MAP; no increase for IIA; no funds for MAP Plus • Nurse Educator Loan Repayment and Veterans’ Home Nurses • Veto of Forensic Science Scholarship and reduction of Bonus Incentive Grant appropriation

  11. FY 2008 Gov’s Action – SURS • $4.7 M from General Funds for CC Retiree Health • $340.3 M from State Pension Fund • Funded at actuarially required level

FY 2008 Gov’s Action Summary • Universities will benefit from increases for faculty and staff salaries, but many (public and independent) will miss Matching Grants • Community colleges will benefit from additional funds for Veterans Grants, but will miss Student Success Grants and additional funding for base operating and equalization grants • MAP shift to GRF gives FY07 increases greater permanence, but did not allow for an increase in awards or number of students served; nurses and nurse educators will benefit from loan repayment • SURS funding back to actuarially required level • New capital projects still uncertain, but very extensive capital bill and funding sources currently being considered by General Assembly
