Program Goals A. Explain a successful pre/post-natal cessation program B. Address the need to create working partnerships within the program. C. Duplicate the cycle of success – Unique incentive program
Baby & Me – Tobacco Free Short Term Goals • Reduce the number of pregnant smokers by at least 2% in the first year. • Increase the duration of smoke-free status of 50% of participants to one-year after birth of the baby. • Decrease the number of premature births, low-birth weights, & children exposed to secondhand smoke.
Baby & Me – Tobacco Free Long Term Goals Lower the percentage of pregnant smokers from 37% - 20% in three year time frame
A. Baby & Me – Tobacco Free 8 Steps - Program Format 1). Smoking, pregnant mother completes application for the program. 2). Returns application to the program agency. 3). Agency contacts the woman and enrolls her in the certified smoking cessation program. 4). Pregnant woman agrees to the program rules and requirements, including the necessary testing to prove her smoke-free status.
8 Steps - Program Format (cont) 5). Pregnant woman quits smoking and attends at least four certified smoking cessation sessions before delivery. 6). After the birth of the baby the mother returns to the agency and takes a breath test (or additional testing, if necessary) to verify her smoke free status.

Upon testing smoke-free the mother receives a • voucher for free diapers, valued at $20.00. • She can continue to qualify for the diaper • vouchers every 3-4 weeks, for up to one year. • 8). Mother redeems the voucher for any size, • brand of diapers at the participating vender.
Chautauqua/Cattaraugus County Statistics Dec. 2002-June 2003 Program Numbers 67 Applications received 54 Women enrolled, attend 4 cessation programs 52 Quit while pregnant 31 Quit while pregnant/smoke free post-partum-3months 42 Quit while pregnant/smoke free post-partum-6months Bottom Line 80% of Applications received- the mother enrolled in program 96% of Enrolled mothers quit while pregnant 100% of Post partum are still smoke free after 3 months 96% of Post partum are still smoke free after 6 months

52 Women Enrolled, Quit Smoking 3 Month Statistics on 52 Women • 31 delivered and are receiving vouchers • 21 yet to deliver and are still in program • 100% rate of success at the three month mark

B. Successful Partnerships * Lead agency • Proper cessation agency established • Promote the program: • Brochures distributed; • Obstetric/Gyn. Offices, Hospitals, Clinics, Health Dept., WIC, • Social Service Agencies, Day Care and Child Care Facilities, • Parent Education Programs, Community Health Net. • Fiscal agency establishes local participating stores • Fiscal agency tracks and reports back on the vouchers redeemed
C. Duplicate the cycle of success • Unique Voucher Program • Participating lead agency purchases the program print materials and vouchers. • Mother redeems the voucher at the participating Store. • Store mails the voucher to the fiscal agent. • Fiscal agent returns payment to store. • Fiscal agent provides redeemed voucher numbers to the lead agency.
