Canon Law & theFinance Council • Canon 492 - Establishes the Diocesan Finance Councils, their membership & terms of office. • Canon 493 - Tasks the Diocesan Finance Council with preparing annual budgets & examining a report of receipts & expenditures at the close of the fiscal year. • Canon 494 - Requires the Bishop to listen to the Finance Council, as well as others, prior to naming or removing a Finance Officer. • Canon 1263 - Requires the Bishop to hear the Finance Council, as well as others, prior to imposing "a moderate tax" on public juridic persons subject to his authority. • Canon 1277 - Requires the Bishop to hear the Finance Council, as well as others, prior to performing more important acts of administration; &, the Bishop needs the consent of the Finance Council, as well as others, to perform acts of extraordinary administration.
Canon Law & theFinance Council • Canon 1287 - Requires both clerical & lay administrators of any ecclesiastical goods not legitimately exempted to present an annual report to the Bishop who is in turn required to present the report to the Finance Council for its consideration. • Canon 1292 - Requires the Bishop to gain the consent of the Finance Council to alienate goods of the Diocese. • Canon 1305 - Requires money & movable goods of any endowment to be deposited safely & invested cautiously & profitably.

Canon 212, §2: “The Christian Faithful are free to make known their needs, especially spiritual ones, and their desires to the pastors of the Church.”
Canon 127, §2: “When the law determines that a superior, in order to place certain acts, requires the consent of the counsel of certain persons as individuals: If counsel is required, the action of the superior is invalid if the superior does not listen to those persons; although in no way obliged to accede to their recommendation, even if it be unanimous, nevertheless the superior should not act contrary to it, especially when there is consensus, unless there be reason which, in the superior’s judgment, is overriding.”
Canon 536 §1: After the diocesan bishop has listened to the presbyteral council and if he judges it opportune, a pastoral council is to be established in each parish; the pastor presides over it, and through it the Christian Faithful along with those who share in the pastoral care of the parish in virtue of their office give their help in fostering pastoral activity. §2: This pastoral council possesses a consultative vote only and is governed by norms determined by the diocesan bishop.
