CO and reporting updates AAS January 2014, Penang Anita Regmi
Discuss CGIAR reform and expectations (clarify) POWB update & rationale CRP extension/2nd call CO update
1. CGIAR reform because Bring together efficiently researchers and donors Because Green Revolution • Bypassed poor • Generated negative externalities on human health and environment
R4D: A Global Partnership CGIAR Research Partners and Stakeholders Work with us for a food secure future Consulted through the Global Conference for Agricultural Research for Development Independent Evaluation Arrangement Evaluates the work of the CGIAR Research Programs (CRPs) Fund Ensures funds for the research of the Consortium. The Fund consists of the Funders Forum, the Fund Council and the Fund Office Independent Science and Partnership Council Advises the Fund on research priorities and funding Consortium Integrates and coordinates researchers and funders. Consists of CB, CO and 15 Centers
Expectations for Research Guiding principles stated in SRF (being updated) For System CRPs: (From SRF and as feedback in June 2013 Donor meeting indicated) Bring together relevant and as needed ‘ready research’ from commodity CRPs and WLE, FTA, CCAFS, PIM and A4NH to Scale-up sustainably (economically, socially and environmentally or in other words, bringing resilience to communities and agricultural systems)
2. POWB: Standardization of structure and terminology To better align and facilitate management (financial and programmatic): level n: the whole CRP level n-1: the components that add up to the whole CRP, most recently called: Flagship Project level n-2: the components of each Flagship Project, called last year ‘cluster of activities’
CRP hierarchy Highlights focus on impact Each CRP is associated with its own objectives and IDOs which contribute to SLOs Each FP in turn has its own objectives, outputs and outcomes and will achieve its own IDOs which contribute to CRP-level IDOs and SLOs FP comprised of CA (sub-projects) and has its own objectives and produces outputs and research outcomes. A CA can be decomposed to further sub-components as necessary for CRP management
2. CRP Extension, 2nd Call FC10 decided to extend the current CRPs to the end of 2016 This will allow IEA evaluations 2014: FTA (began 2013);WHEAT;MAIZE;PIM;AAS 2015:Livestock & Fish;CCAFS;RTB;WLE;GRiSP Remainder: IEA will provide a framework and methodological support to conduct self-assessment on progress 2014 – 2016: an opportunity to transition a CRP be what we’d like it to be
Key date updates AAS current phase ends June 30, 2014 POWB for 2014 goes till December 2014 April end, AAS will need to submit extension proposal for 2015 and 2016 funding A short 10-pager format as before Review by ISPC in addition to CO Decisions by November 2014
Expectations for Extension Extension proposal be based on lessons learned: partnerships, governance, RBM etc Use 2013 annual reports for communicating accomplishments A transition to the 2nd round (no major change) and a move toward Clearer articulation of science and a scale-up strategy Concrete metrics for measuring success Budget increases (for 2016) will be based on performance
Extension proposal elements Latest on Theory of change, impact pathways and IDOs (include table) Flagship projects (3 pages) Gender Partnerships Regional collaborations Phased workplan for 2015 and 2016 and budget
Expectations for 2nd call Strong gender mainstreaming Strengthening the authority and independence of the CRP managing body Strong partnerships Explicit capacity development strategies Results based management Geographic or site integration across CRPs working in the same geography
2nd Call CRP Plans 2015 call/submission of pre-proposals, by November 2015 decisions on these. 2016 call/submission of full proposals, decision by November 2016. ISPC will be involved in review. Likely funding for 3 years (or more). Guidance will be forthcoming (draft open for comments), mid-Jan 2014 workshop CB Science Committee, FC members, ISPC, FO and CO.
Elements in 2nd call Guidance Based on SRF Management Update currently under review Feedback from IEA review Overarching quantitative accountability framework Harmonized and standardized organizational and reporting structure
Donor feedback stressed Impact: Intermediate development outcomes (IDOs), Impact Pathways (IPs) and Theories of Change (ToCs) Effective partnerships Capacity strengthening Gender A challenge for us: design a portfolio which balances a) ST impact with potential LT impact; b) solid science with ‘linkages’ for impact; develop metrics to measure all aspects of sustainability.
3. Changes at CO Wayne Powell Chief Science Officer starting Jan 1 half-time and full-time April 1. Gerry O’Donoghue leaves end of January. David Theriault interim finance director through June 2014. Pthisana Phillips starts July 2014. Wayne has expectations of a close working relationship of the Science Team with the CRPs.
