EU Integration Structure related to IPA • Deputy Prime Minister for European Integration ( NIPAC) • Secretariat for European Integration(CBC Coordinator) • - Sector for Aid Coordination and EU Funds - Department for National Programmes - Department for CBC • IPAmanagement in the Sector: - coordination of programming process, - coordination of cooperation of state authorities with the EU institutions, organs and bodies, its member states regarding foreign assistance and - coordination of donor activities in Montenegro etc.

  3. Multi-annual Indicative Planning Document (MIPD) 2007 - 2009 • MIPD for 2007 - 2009 is the key strategic planning document for assistance to Montenegro under the IPA. It sets the context and identifies the major areas of intervention and main planning priorities for subsequent development of annual Action Programmes. • Priorities are in line with: - SAA Stabilisation and Assotiation Agreement /to be signed on 15 October 2007, -European Partnership, and the Action Plan for Implementation of the European Partnership, as well as - other relevant strategic documents of the Montenegrin government (and soon with National Programme for Integration).

  4. IPA 2007 and 2008 Project Proposals • For IPA 2007, line ministries submitted 55 project ideas(total 71.6 mil €) after which the selection has been made in amount of 31.4 mil €, out of which:a) for IPA Component I - 26. 27 mil €,b) for IPA Component II – 3.9 mil €.- IPA 2008 is based on a strategic national approach regarding priorities and obligations set towards the EI process. After submitting and accepting all the IPA 2008 project ideas in mid October, project fishes will be made for the selected IPA 2008 projects and submitted in February 2008 for the IPA Committee in June.

  5. I – Transitional Assistance and Institution Building IPA 2007 Programme Out of 15 accepted projects for 2007, app. ¼ of total IPA I was allocated for Transport (6. 2 mil €). The second priority for IPA I 2007 was:Fight against corruption / Police Reforms (3 mil €).

  6. I I – Cross Border Cooperation Montenegro takes part in:1.Four programmes with neghbouring countries:- Albania - Bosnia and Hercegovina - Croatia - Serbia2. ANNP / IPA Adriatico Programme3. Two Transnational Programmes: - South East European Space (SEES) and - Mediterranean Programme (MED) Table of Financial allocation 2007-2009 for CBC and Transnational Programmes

  7. In process… • Decentralized Implementation System (DIS) - Roadmap for introduction of DIS - Cooperation with various experts on implementing DIS • AMP (Assistance Management Platform) - Data base Pilot Project, starting in October 2007; - Cooperation with donors to get a donor data base with all the other funding project ideas so as to successfully manage project implementation.
