  14. Coverage (…progress?) • Provinces agreed to “reasonable coverage” against catastrophic drug costs • At the same time… • BC eliminated seniors plan  universal income-based plan • Manitoba increased deductibles under its income-based plan • Ontario backed down on income-based plan (for now)
