The skills challenge High unemployment rate (10.9%), especially among young people (23%) 2 million vacancies across Europe In 2025: 44.1% high-skilled, 44.7% medium-skilled and only 11.2% low-skilled jobs But, PIAAC Survey: 1 in 5 adults has low literacy and numeracy skills 1 in 4adults lacks the digital skills needed to effectively use ICT EASQ

Key commitments • Member States agreed to put in place arrangements for the validation of non-formal and informal learning experiences by 2018, enabling individuals to: • make use of those experience to for their careers or further learning • obtain a qualification (or part of it) on this basis VNFIL

  7. Main on-going initiatives: • Review of the European Guidelines for validating non-formal and informal learning • Review of the European Inventory on the validation of non-formal and informal learning VNFIL

Issues under consultation How to place a stronger focus on higher and more relevant skills Further strengthening links between education/training, mobility and the labour market Adapting to internationalisation trends Ensuring overall coherence of tools and policies and further implementing the learning outcomes approach Ensuring clarity of rules and procedures for the recognition of skills and qualifications for further learning Increasing the focus on quality assurance Providing learners and workers with a single access point to obtain information and services supporting a European area of skills and qualifications. EASQ

  11. Looking ahead 2015 - Towards a European area of skills and qualifications 2017 - Update of the European Inventory and possibly of the European Guidelines on validation 2019- Commission's report to the Council on the experience gained and implications for the future VNFIL
