SUMMERY Five regions from five countries are represented: Finland, Poland, Germany, Turkey and France. In each group will be present members of association with a project of social intervention and an audience of learners. The objective is to put into action the proposals made by all partners to improve the life situations of population known by them. Our partnership is situated in the framework of social action, education and coaching people in a state of social instability and / or socio-cultural animation. The learners are residents of suburban neighbourhoods and disadvantaged areas. The needs expressed are those of persons subject to the vagaries of the labour market, whose children have reduced chances of academic achievement and vocational training. This population is often on the road to social exclusion. This risk is a measure of socio-economic and socio-cultural changes that they can not undertake (reduced social mobility, economic insecurity, weakness of the cultural field). The proposed partnership should enable collective discussion and comparative reflection on the problematic life situations, in various countries and regions represented. It is essentially aimed at innovative proposals, concerted socio-educational action, and measuring their results within a few years.
OBJECTIVES The envisaged partnership has to allow : • A collective and comparative reflection on the problematic situations of life, in the various countries and regions represented. • The construction of a network between the five associations in order to allow the mobility of the learners within the framework of the various European programs (Leonardo, Grundtvig, Youth in action) in the future Operational objectives: • Compare and develop approaches and innovative methods in the socio-educational domains and of the professional integration • Allow the discovery of the social, educational and cultural realities in every country • Highlight the key skills of the learners (during the activities at the local level and during the mobilities) • Make the intercultural opening and learning easier for all the participants
OBJECTIVES To fill these objectives, we shall choose an approach based on 3 working axes: • Who are we talking about ? • What questions us? • What can we make about it? The point, throughout the project, is to confront the various points of view: those of the social workers, trainers, associative volunteers and learners in five countries. During local activities, we shall lead workshops to involve the learners in the approach realization of a diagnosis of our practices. This diagnosis has to allow us to wonder about our practices. The results of these workshops can be confronted during the international meetings. The meetings will let us to discover new structures of insertion and to understand the local community life.
EUROPEAN ADDED VALUE • The five organizations are already active in the field of the European cooperation, but wish to develop a solid network of partnership to allow the mobility of the persons in difficulties (SVE short term, mobility Leonardo, Grundtvig). • To allow the mobility of our public in good condition, it is necessary to know well the local context and the educational systems. • Furthermore we envisage training courses of observation for the employees of our structures to allow them to enrich their experience and to develop a cultural opening. • Within the framework of this project, the biggest European added value rests on the fact of allowing learners of five countries to participate, not only on a meeting, but to cross the points of view of all on the various approaches and the used methods.

DISTRIBUTION OF TASKS • The partnership between CASF (France) and Internationaler Bund (Germany) relies on the experience of previous actions in various domains: exchange of educational young people, partnership Grundtvig, program Leonardo. • The Turkish, Finnish and Polish associations are narrow partners of IB who wish to register their activities in an European dynamics. • The CASF will be the Coordinator of the present project. It is in contact with all the partners, assures the communication and the coordination of the activities. • IB will be in charge of the organization of the meeting between the learners in summer 2011. It has a training center and has developed a program around the active pedagogy which aims at the development of the skills of the learners (selfconfidence, trust in the other one, interpersonal skills, intercultural skills). • Each partner will organize a meeting and commits to realize activities at the local level and to assure the active implication of the learners: • in the construction of the program • in the realization of the activities • in the evaluation of the various stages • The persons in charge of each structure will follow the progress of the project throughout its life and will take advantage of their specific skills
COOPERATION AND COMMUNICATION • The heads of project have language skills which facilitates the communication in all the stages of the partnership. The chosen working language is German, but during the meetings the translations in French and English will be assured. • We shall lean on the first meeting to establish the models of cooperation and to make sure of the good implication of each in the partnership. • The communication will be made essentially by e-mail and phone calls between the heads of project, but we shall implement everything so that the learners can also communicate between them especially after the meeting of the summer in the Frankfurt / Oder (for example through a blog). • If necessary, we will set up an additional meeting between the persons in charge of every country after the first meeting in France to refine questions of organization and methods. • The German partner knows all the partners and can serve as support for the coordinators if necessary. • This project will serve to formalize a partnership already existing in a network to facilitate the mobility of persons in trouble.
PARTICIPANTS' INVOLVEMENT • In our project, both questions will be treated: both at the level of the implication of the learners and in of educational concerns. It will involve as well social, formative workers as associative volunteers and learners of five structures. • In the philosophy of the life-long learning, any point of view will be taken into account and we shall pay attention quite particularly that the learners participate actively in the preparation of the meeting in summer, 2010. • Each can express himself through a testimony, its " history of life ", its point of view. This work will involve all the staff and it will be a matter of finding diverse forms to allow the expression of each (interviews, photos, paper, video etc.). • The methodology concerning this part of the project will be elaborated between the partners and will be integral part of the project to insure the good understanding of all and the implication activates partners. • In the same way all the participants will be questioned about the impact of the project at the time of the evaluation.
INTEGRATION INTO ONGOING ACTIVITIES • The partners involved in the project have all of the experience in the field of the European projects and are worried and convinced of the increase in value of these projects at the local level. • However it is always necessary to be attentive to the fact that the project is not made in parallel or in addition to the current activities. • With the possibility, in the program Grundtvig, of involving directly our public in the project, it is much easier to register it completely in our activities. • We want to allow the biggest variety in the participation, only some referent persons will participate in all the meetings to make the link and to assure the support of the project. The rest of the group can be different on every meeting. • The various approaches and methods investigated during the project can find their application in the current activities. • The project will have to allow in the longer term the mobility of the learners into the activities of the partner structures.
EVALUATION We shall pay a particular attention on the evaluation in all the stages of the project in particular: • At the end of every meetings: through an oral evaluation in big group to allow: • to verify if the expectations of the partners were shared • to straighten the objectives of the project and to rethink them collectively if necessary • to review the state of progress of the project (what tasks must be again achieved? Did we progress enough during the past meetings?), • and to fix the objectives for the next meeting • During the local activities: • to measure the impact on the learners • to take into account evolution for the continuation of the project • to prepare the meetings to come • Several criteria will have to allow us to estimate the project at the end of the project, as: • the number of learners • the mutualization of the approaches • the creation of a collection of differents "points of view" • Other ones in longer term: • the number of projects of mobility • the change in our practices • Furthermore, we are going to associate an external worker asked to follow the process of evaluation to loosen the increase in value that an European project can bring to our practices.
DISSEMINATION AND THE USE OF RESULTS • In the present project it is a question of crossing points of view, of comparing practices and of enriching our experiences. • Often these changes are made at the level of the persons and cannot be spread. Nevertheless, we know the importance of this cultural opening and the enrichment that these meetings brings in everyday life. • In a more concrete way we plan the distribution of the testimonies within the structures after every meetings and at the end of the project. • The collection of press articles and testimonies on our respective web sites will be of use for the diffusion and the visibility of the project. • The investigating methods used can be put at the disposal of other organisms of social intervention and formation.
