History • FAA on the verge of loosing half their force due to upcoming retirements • A direct result of the Controller strike of the early 80s when half the force was replaced • At issue was the long standing FAA policy preventing new hires into ATC beyond age 31 • Military controllers were separating early so they could be hired by the FAA prior to 31 years of age • Causes turnover of experienced controllers among all services • Results in negative return on training investment

  4. History • Mar 99: AF/CV directed XOO to find a way to get military air traffic controllers an opportunity to work for the FAA after retirement • Sep 99: FAA revised policy and began to work on “The Employment of Retirement Military Air Traffic Controllers Program”

History • Agreement negotiated between the FAA and the controller union, NATCA, to enter at the top of the ATC-3 pay scale • To make the program work, a supplement was added to the FAA’s Human Resource Manual • FAA Stood program up on 11 Feb 00 • Regional HR officials briefed • Data posted on web site
