Strategic Plan (9.3) If the state fails to meet all program elements and documentation requirements of a standard, it develops a written strategic plan that includes: • The individual element or documentation requirement of the standard that was not met, • Improvements needed to meet the program element of documentation requirement of the standard, and • Projected completion dates for each tasks
