SFUSD Performance Management System Purpose: To create a system by which all SFUSD employees are held accountable to raising student academic achievement and closing achievement gaps Goal: To connect leadership actions and competencies to district and site plan measurable objectives that will translate into increase student academic outcomes

SFUSD Performance Management System Key Components: • District Measurable Objectives • Site (school) measurable objectives • Leadership actions based on competencies and professional development • Monitoring progress through benchmark assessments • Consequences, evaluation and recognition Superintendent Assistant Supts. and District Staff Principals Site leadership Teachers Other employees

SFUSD Performance Management System District Goals: • Raise student academic achievement as measured by grade level proficiency on the California Standards Test and California High School Exit Exam • Close the achievement gap, particularly for Latino, African American and English Language Learner students, through faster growth on CST proficiency than their peers • All students who are below proficient will move up at least one performance level on the CST

SFUSD Performance Management System District Measurable Objectives: • District will meet its AYP proficiency targets overall and for all significant subgroups • 50% of students who are below proficient will move up at least one performance level on the CST each year (with less than 10% regression) • Each targeted subgroup (Latino, African American and ELL) will show double digit growth for percent proficient on the CST (10% points or more)

  5. SFUSD Performance Management System Principal Leadership Performance: • Student achievement measures • Competency development • Leadership actions planned and evidence of success • Attainment of site plan objectives • Supervisor, school and community feedback measures

SFUSD Performance Management System Key Actions Year One: • Competency evaluation (self and supervisor) • Focal competency area and sub competencies • Leadership plan and professional development activities focused on leadership • Site plan objectives and strategy review in consultation with supervisor • Benchmark assessments, evaluations and evidence • Evaluation, feedback and adjustment

SFUSD Performance Management System Tools and Support: • Leadership competencies matrix, assessment tool and scenarios for common understanding • Leadership plan • Site plan review questions • Professional development session on performance management and competencies • Best practices on leadership and its effect on teaching practice, systems and structures -- PLI & PSI, JFTK-CA, McRel, current principals, etc. • Data and benchmark assessments from District
