Equity as Fairness Campaign • Twenty (20) M.P.P.s; • Ministers of: Community and Social Services; Education; Children and Youth; Labour; Rural Affairs; and Energy; • Opposition Critics: Social Services (NDP); Finance (NDP); and Opposition House Leader (PC); • Senior Policy Advisors from: Ministry of Labour; Ministry of Finance; Ministry of Community and Social Services; • Senior Bureaucrats of MCSS: ADM; Director of Services and Supports Branch; • Pay Equity Commission
Messages Presented • Without government help, the sector is at risk of losing 3,600 FTE positions and 7.2 million hours of service (annually); • Current Proxy Pay Equity Target Rates across the Province for the same position range from $18.09 - $38.11 per hour; • Health and Education have been funded to achieve their Pay Equity targets; • Non-Proxy employers in the DS sector have achieved their Pay Equity targets and, for the most part, have surpassed those targets; • Surveys indicate that a majority of Proxy Pay equity organizations in the sector are not current with their Pay Equity plans; • Agencies are losing their ability to attract and retain members for their Boards of Directors
Recommendations Presented • Use of an in-sector comparator for DS positions; • Elimination of the “deeming” provisions to stop the “moving target” aspect of current regulations; • Immediate moratorium on accumulation of additional financial liabilities related to Proxy Pay Equity until a solution has been reached; • Development of a funding plan by the government to address current and future liabilities.
Summary of Effectiveness • Senior Bureaucrats have informed both Campaign and Navigator reps that the campaign has been very successful in creating awareness and understanding of the issue. The recommendations have also been appreciated
Options • A Legal Challenge of an Order by the Pay Equity Commission; • An in-depth Public Activation campaign; • Grass roots public activation using members of individual agencies
Recommendations Going to OASIS Board • Not participate in in a Public Activation campaign with Navigator; • Using materials drafted by Carolyn Kay (Hicks Morley) formally ask the Minister of Labour to make changes to Proxy Pay Equity regulations as outlined in the Campaign; • Ask for meetings with: Minister McMeekin (MCSS); Minister Naqvi (Labour); and Minister Sousa (Finance) in their Constituency offices; • Ask for representation at Select Committee hearings; • Mobilize members of individual agencies
