Welcome and Opening Remarks • Seeking public input for consideration of an automated waste and recycling program. • Who is Bluewater Recycling Association (BRA)? • Waste and recycling processes have changed. • Municipality looking towards modernization of the collection system, improved service and to control future costs.

Benefits of automated waste and recycling collection • Separate wheelie bins for waste and recycling will be provided to each resident and business at no cost. • Bins are made from durable, light weight plastic and have wheels that make it easier to move garbage to the curb (especially for seniors). • Bins have a secure hinged lid that controls odour and nuisance animal problems.

  6. Benefits of automated waste and recycling collection cont’d • Collection frequency options are available(ie. Weekly, bi-weekly or seasonally adjusted). • Collection is upgraded by providing service to both sides of street in urban areas. • Eventually may be the only option available, due to industry wide automation of solid waste collection equipment.

  7. Distribution of Wheelie Bins • Bluewater Recycling Association will drop off the requested bins at each property • Convenience depots will be placed in designated areas for recycling only

Collection frequency options • Weekly waste and recycling collection • Biweekly waste and recycling collection • Weekly waste collection and Biweekly recycling collection • Weekly waste and recycling in summer and Biweekly waste and recycling in winter Only one collection frequency option will be selected to serve the whole municipality.

Waste Management Fee • Waste management fee • Based on bin size (ie. small, medium and large) • Calculated as an annual fee regardless of frequency of use • Customer’s selection of bin size is based on anticipated usage • Do nothing is not an option.....the current bag tag fee is not financially sustainable.

  10. Estimated annual fee per bin based on collection frequency Recycling bins are provided at no cost regardless of size.

  11. Estimated annual fee per bin based on collection frequency“continued” • Recycling Only option restricted to commercial/industrial/multi-residential customers who have contracted an outside service for garbage pickup

  12. Waste Management Fee Collection Options • Option A – Annual fee amount included on Utility Bill • Option B – Annual fee amount included on Tax Bill • Option C – Included in General Tax Levy collected on tax bill

Waste Management fee collectionOption ‘A’ • Included on the water/sewer bill • Calculated as an annual fee and included on utility bill • Annual charge will be recovered through 4 quarterly bills • Ward 1 & 3 – first bill due on April 30th (Jan, Feb & March) • Ward 2 – first bill due on March 31st (Feb, March & April) • Adjustments for changes in bin sizes and number of bins will occur annually.

Waste Management Fee collectionOption ‘B’ • Included on tax bill • Calculated as an annual fee and included on tax bill • First year, annual charge will be recovered through two installments ( September & November) • After first year, property owners annual charge split into four installments • Adjustments for changes in bin sizes and number of bins will occur annually prior to final tax billing

Waste Management Fee collectionOption ‘C’ • Collected through general tax levy • Every property is billed based on value of the property • Higher assessed properties incur a larger share of the cost • Number of bins and size of bins per property is irrelevant • Potential to separate recycling from waste collection
