PHYSICAL ABUSE … INFLICTING PHYSICAL INJURY BY: • HITTING • PUNCHING • BEATING • KICKING • THROWING • BITING • BURNING … OR OTHERWISE PHYSICALLY HARMING A CHILD
NEGLECT …the leaving of a child or vulnerable adult unattended, or other failure to give proper care and attention to a child or vulnerable adult by a parent, guardian, or caretaker.
ABANDONMENT LACK OF SUPERVISION NUTRITIONAL NEGLECT SHELTER NEGLECT MEDICAL AND DENTAL EDUCATIONAL INAPPROPRIATE OR INSUFFICIENT CLOTHING NEGLECT
MENTAL INJURY The observable, identifiable, and substantial impairment of a child’s or vulnerable adult’s mental or psychological ability to function.

SEXUAL ABUSE …any act that involves sexual molestation or exploitation of a child by a parent, guardian, or caretaker.

Child Protective Services • CPS accepts about 1 out of 2 referrals • 50% of cases investigated were from a HCPSS employee • In 2010 -11, over 1,100 calls were from HCPSS • On average, 4 referrals get investigated every day that school is in session (180 days).
Unattended ChildrenDepartment of Social Services • Children must be 8 years old to be left unattended for short periods of time. • When an adult is not present, a child must be 13 years old to be in charge of siblings or other children.
Child Abuse Liaison School-based liaisons are student services members: Nurses Counselors Psychologists Pupil Personnel Workers
Role of the Child Abuse Liaison Coordinates support for students suspected of being abused or neglected Acts as resource for information relating to child abuse and neglect reporting procedures Assists with completion of child abuse reporting forms as needed
Reporting Child Abuse or Neglect • Follow up with written report within 48 hours • Tell administrator and child abuse liaison that a report was filed • Do not place copy of report in student educational record • Have immunity from civil and criminal liability
