Meeting #3 Agenda • Discussion on process for meeting minutes. • Discussion/approval of Meeting #2 minutes. • Follow-up issues of Meeting #2: (1) Valero (2) AQM • Presentation by environmental groups and concerned citizens, and discussion. • Other relevant issues? • Future meetings
Process for meeting minutes AQM Proposes the following: • Within 1 week after a meeting, AQM will create and distribute a draft and post it as “draft”. • All committee members provide input, comment or correction within 1 week. • Then, AQM incorporates all comments into the draft and post it as “final”. • Any further comments on “final version” will be addressed and discussed in the next meeting, and be recorded in the next meeting minutes. • After the meeting minutes being discussed and approved in the next meeting, an “approved version” will be posted under the next meeting.

Follow-up Issues of Meeting #2 • By Valero: (1)Better control options: burner replacement vs. stack control. (2) $/Ton information for ULNB, SCR and SNCR. (3)Feasibility of controlling some units to levels below 0.04 to average all units to 0.04 lb/mmBTU rate, control technology to each unit.
Follow-up Issues of Meeting #2 • By AQM: (1) Explanations on estimated 78 TPD NOx or 40 TPD VOC reductions. (2) Expected reductions from individual source sectors.
How was 78 TPD NOx (or 40 TPD VOC) reductions estimated ? 1. Kent-New Castle 2002 base year NOx equivalent: 289 TPD. 2. 2002-2008 15% reduction: 289 x 15% = 43.4 TPD. 3. Estimated growth at 2% per year: 289 x 2% x 6 year = 34.7 TPD 4. Total reduction needed: 43.4 + 34.7 = 78.1 TPD (The 40 TPD VOC reductions can be obtained following the same process)
Expected reductions from individual source sectors Point sources: 13 TPD 23% Area sources: 11 TPD 19% Off-road mobile sources: 14 TPD 25% On-road mobile sources: 19 TPD 33% Total 57 TPD 100% Note: (1) Estimates are tentative for the whole state. (2) And for 2002-2010 period. (3) Point source reductions do not include Multi-P EGU reg, lightering reg, and this large boiler reg.
