Our Mission Statement • To inspire youth to participate in Football and to bring youth together through the means of a common physical fitness and athletic completion. • That each member organization shall provide a program wherein youth shall receive instruction in the fundamental skills of tackle football. • To promote safe play by requiring member organizations to maintain strict compliance with the bylaws, and the rules and regulations of the league. • To encourage adults to behave in a civil and proper, sportsmanlike manner, and to keep the welfare of each child foremost and free from adult compulsion for power and glory.

TYFC’s Zero Tolerance Policy Rule 3.20: Any player or coach ejected from a game by an official will not play in the next scheduled game and cannot participate in any practice held prior to the next scheduled game. The penalty for any player or coach ejected that has been ejected previously from a prior game, regardless of season/year, will be two weeks. The Organizations League Rep of the team of which the player/coach is a member must notify TYFC Executive Board or designated committee of the officials’ action. If the Organization allows this particular player/coach to play or coach in the next scheduled game, the coach is subject to a one (1) year suspension. THIS IS NON-NEGOTIABLE ! • Know & Understand TYFC & AYF rules on behavior • Ignorance of a rule is not an excuse • Every organization has a code of conduct – FOLLOW IT
COACHING INFORMATION • All coaches must have the following: • Certified background check (signed off by local organization) • Mandatory coaching certifications (must be in team book) • One Coach per team must have Red Cross First Aid & CPR Training Certification or equivalent • NFHS rules apply for 9U-13U (8U is instructional) • Recommend NFHS rulebook & TYFC rules with each team

Important Rule Changes - 2019 TYFC Rules: • 8U USA Football Rookie Tackle • AYF post-season declaration (team level) • Regular season begins 1st weekend after Labor Day • No official league scrimmage / pre-season weekend NFHS Rules: • Legal Scrimmage formations • Tripping, Horse-collar, & Illegal Kicking • Play clock update; Jersey number requirements
2019 TYFC FOOTBALL TEAM BOOK GUIDELINES Guideline for submitting team books – additional requirements apply for AYF Regionals/Nationals Players, Head Coaches, Assistant Coaches and TEAMS that fail to be validated are not permitted to participate in any TYFC or AYF League activities until corrective actions result in full validation. Organizations that are found to be in violation of this rule may face disciplinary action. Incomplete or incorrect Forms (Team, Coach or Player) will result in the entire Team Book being rejected and returned for corrections. ORGANIZATION FORMS (2 copies of each) • Background Check and Coaches Training Affidavits • Scholastic Eligibility and Confidentiality Affidavits • Concussion Compliance Affidavit • Post Season Affidavit TEAM FORMS (2 copies of each) Hand written team forms will be REJECTED • Official Football Team Roster (found only on TYFC website) • MUST BE IN AGE ORDER (oldest to youngest); name must be last name then first name • Weekly Check-In Form • MUST BE IN JERSEY ORDER (lowest to highest); name must be last name then first name • Mandatory Play Form (MPR) • MUST BE IN JERSEY ORDER (lowest to highest); name must be last name then first name COACH FORMS (1 copy of each): • Coach Cover Sheet (photo must be attached) • USA Football Youth Tackle Certificate PLAYER FORMS (1 copy of each): • Participant Tracking ID Card and Participant Contract (With Picture Attached) • Medical Clearance Form • Emergency Medical Treatment, Consent, & Information Form • Birth Certificate (certified copy) • Most Recent Report Card
Practices • Practice begins on the first Monday in August: 8/5/19 • Before Labor Day/School Starting: 10 hours per week • After School Starts 8 hours per week • A players first ten hours are conditioning • Helmets are optional / no pads • A player must have 20 hours of practice to compete • Scrimmages 20 Hours of practice time • Please advise the league prior to scrimmaging another organization • Games 20 hours of practice time • Mandatory water breaks do NOT count towards practice time • Book validation is Sunday, August 25th. There is NO make-up session.

Game Day Host program is required to assign a Field Marshall that will administer the following: • Greetthe visiting team & advise where they can warm up • Obtain copies of all rosters for PA announcer • Ensure all player/coach check-ins are done timely & validated • Advise teams when to take the field • Ensure games remain on schedule & start on time • Oversee sidelines ensuring only approved personnel present • Starting, playing, and completing a game represents both teams/organizations acknowledgement that all requirements were met
Game Day - cont. • Electronic Devices • There will be no electronic devices from the press box or any other positions on the field to relay messages to the coaches on the sideline at anytime. A coach or anyone else using a cell phone for emergency purposes must step outside the coaches' box and if it continues, could be asked to leave the field. • Clock • Four 10 minute quarters; 25 second play clock.. Fields with clocks are expected to have operational on game day. • Three time-outs per half; only 2 coaches permitted on the field during a called time-out. • Coaches are not permitted on the field or to speak to their players during an officials / injury time-out. • Tie Games • During the regular season, there will be no tie-breakers, tie games end as such.
Game Day - cont. • Ineligible Players • Rule A: All games in which the ineligible players participated in are forfeited and will count in league standings as such. • Rule B: Team is ineligible for post-season bowl games and championships regardless of the number of losses it has suffered for playing the ineligible players. • Rule C: Rule B may be appealed to the league depending on the nature of ineligibility regarding post-season play. • Parental Behavior • Head Coaches you are responsible for your parents behavior, read rule book, have Parent Team Meeting, make them sign a parent code of conduct, character contract etc.
Game Day - cont. • Grievances • Must pertain to a misconduct or violation of rules & regulations and/or bylaws. Filed in writing to an Executive Board Member within 48 hours of such misconduct, stating nature of same, including the date, time, place & individuals involved. • Do not send film unless requested by the Executive Board • Protests on matters of judgment rendered by any game official WILL NOT be heard under any circumstances • Reporting of Scores • League Reps from each organization must report the scores to the league mailbox ASAP & no later than 8 PM Sunday

Referees • Scheduled for all games by TYFC • Home team pays for the referees • Neutral Site ref fees are split 50/50 • Referees will be paid $70 per game • $80 if a single game is played • TYFC to pay ref fees for Finals
