Andean Challenges before the FTA • How can we achieve qualitatively superior integration with goods and services with higher added value? • Which public political spaces should be maintained with regards to development and social equity? • What should the Andean countries´agenda be in order to adapt effectively to new competitive conditions? • How can we take advantage of negotiations to deepen and up-date Andean norms that contribute to strengthening integration? In summary, how can we bring about a situation where the FTA contributes to a competitive and inclusive insertion of Andean countries in the globalized economy?

Qualitative Insertion • Attracting investment through long-term stability • Access to markets under differential conditions • Incorporating innovation in all economic activities and productive processes • Creating a common platform for physical infrastructure, educational policy, work force training, clusters and productive chains, industrial infrastructure and environmental policy. • Strengthening integration and cooperation

Political Spaces • From exclusion to affirmative actions • Maintaining margins for adopting active policies: • Public Health and access to medication • Education and access to information • Support for PYME competitiveness • Adjustment policies for excluded sectors • To transform negotiation disciplines into policies conducive to productive and technological development that is socially equitable (e.g. Services, public purchases, investments, etc) • To recognize the necessity for promotion and protection measures that correct imbalances • To establish financial mechanisms for reconversion

Program Objectives • To promote an integral vision of negotiation agendas in different scenarios • To strengthen the capacity to formulate proposals and analyze scenarios during the negotiation process • To stimulate the creation of synergies between Andean countries and their joint action • To systematize the General Secretariat´s support for member countries in their international negotiations
