  1. EUROHORCS/ESF Breakout group 1 Chair of Session: Professor James Hough

  2. Fundamental points • Possible Title ESEF (E for engineering)? • Wish list for longer term: • Strategy and funding should be in the same organisation (merge with ERC?) • Bottom up: Non-bureaucratic funding system for basic science Flat organisation Dynamic Provide thinking power and power to influence Lateral connections

  3. Proposed Organisation • Differing views • A) very light touch organisation or • B) Flat organisation with one Science Council below Governing Council, Science Council being fed by expert groups in 5 or so areas • But agree • C) Longer term aim would be to merge ESF/EUROHORCS with ERC to create umbrella organisation to bring strategy and funding together  powerful organisation informed by the community

  4. Tools required • Take best tools from each organisation • Have regular forward looks – maybe on quinquennial basis? • Keep exploratory workshops and research networking to inform the specialist groups feeding into the forward look process • Perform independent evaluations at the request of outside organisations • Merge ESF/EUROHORCS tools with ERC and EU tools in longer term.
