Gate Keeping with Medicaid • Determine if transportation resources exist within the Medicaid Beneficiary’s household regularly and/or specifically for the Trip requested. • Determine if there is a reason why the Medicaid Beneficiary cannot utilize his/her own transportation (such as the vehicle is broken, out of gas, etc.) The Subcontracted Transportation Provider (STP) may assist the Medicaid Beneficiary in utilizing his/her own means of transport by supplying gas etc.
Making a Determination • Medicaid Recipient completes Transportation Intake Application • Polk County Transit provides transportation options based on Medicaid Recipients needs and resources • Medicaid Recipient agrees to provide own transportation with Fuel Program assistance
Fuel Card Agreement • Fuel is provided for Medicaid compensable services only • Appointments are verified by PCTS • Misrepresentation or Abuse of Fuel Card is reported to Medicaid Area Office • Client agrees no other transportation Services will be provided by the CTC or affiliates when fuel card is issued
Fuel Card Agreement cont. • Fuel Cards are provided by Fuelman (vendor) and can be used at participating fuel locations • Fuel provided at $.24 per mile based on Trapeze configured mileage and the average cost of Fuel as determined by AAA Fuel Gauge Report • Fuel card settings are by gallons, not $$ • Fuel card amounts are set electronically from the PCTS office • Client picks up card from PCTS office
Sample Recipients Benefiting from Fuel Card Assistance Program • Mom who has to take 3 month old to get fitted for eye prosthesis once a week From Polk County to Palm Beach County and is able to borrow a friends car • Grandmother who has to go to Tampa weekly for Cancer Treatments. Friend from Church is able to assist her. • Teenage near-drowning victim goes to Tampa twice a week for therapy
Savings from June 15, 2010-July 31, 2011 • 212 One-way Trips Provided To Date Medicaid $$ that would have been spent providing these trips via door-to-door @ per mile rate = $30,019.02 • Medicaid $$ reimbursement for fuel card usage = $4,033.23 • 86.56% savings of Medicaid $$ or $25,985.79
