TURN Goals Partitioning & Savings Attribution Proposal Use the three NEEA categories based on the existing and DEER 2008 Update net-to-gross (NTG) ratios for upstream manufacturer buy down of CFLs. This would recognize that there are: • Efficiency gains largely due to past market effects (“Wal-Mart”) and utility CFL programs that are now ongoing or naturally occurring. • Current utility CFL activities and programs that can now be retired with the CFL efficiency gains sustained via IOU and/or CPUC-initiated market transformation activities, and • Additional efficiency gains to be achieved via modified or new utility energy efficiency activities and programs targeting additional lighting and other energy efficient equipment and appliances.
