1 – Cost Proposal B – Submission • Send to RFP5137002@dgs.ca.gov • Time and date due in State’s e-mailbox: 2:00 p.m. Pacific Time (PT) on Monday, January 13, 2014
1 – Cost Proposal B – Submission • Use Excel Cost Proposal Template • Complete only the yellow highlighted fields • Enter whole number values in rate(s) per hour fields • Omit letters, cents, commas, and decimal points
1 – Cost Proposal B – Submission • “Save As” an Excel document (version 1993 or later) • Name file “Your Company Name – COST Proposal” • Email Cost Proposal attachment to RFP5137002@dgs.ca.gov
1 – Cost Proposal C – Scoring • Evaluated by classification in each tier • Proposers must meet baseline for classification in tier for award • Each classification baseline established as the average plus 15% of all proposers’ rates
1 – Cost Proposal D – Cost Negotiations • 1 - RFP Highlights A: Communications • Occur in a Tier only when less than sixty percent (60%) of Cost Proposals achieve award
1 – Cost Proposal D – Cost Negotiations • 1 - RFP Highlights A: Communications • One (1) opportunity for Administratively and Technically responsive Proposers whose initial proposed rate(s) exceed the baseline to lower its rates within the baseline to achieve award • Respond within 24 hours
1 – Cost Proposal • D – Commitment to Lowest Rate • 1 - RFP Highlights A: Communications • Occurs only when Cost Proposals are not negotiated • One (1) opportunity to commit to lowest awarded rate(s) per hour in a tier’s classification(s) • Respond within 24 hours
