Public Law • The Act identifies General Services Administration (GSA) as the lead agency with help from Energy Efficiency & Renewable Energy (EERE) in the sustainability area.
Public Law • Public Law 111-308 enacted 15 December 2010. • Requires: • Federal and contractor personnel performing building operations and maintenance, energy management, safety, and design functions to comply with requirements under the Public Law. • Identification of course(s), certification, degree, license, or registration for core competencies and for ongoing training.

Demonstrating Compliance • An individual can be responsible for a “core competency area” or a specific “individual core competency”. • An individual does not have to be physically located at a facility to be responsible for the job functions that fall under a core competency. • An individual shall demonstrate compliance with the individual core competency associated with their job function.

Facilities Management Institute: • Federal personnel will be able to create an account to load information related to his/her certifications, degree, etc. • Website will provide links to courses, certifications, degrees, etc. to fill core competency gaps • Website will provide agencies and private sector companies on how to get their courses, certifications, degrees, and etc approved.
What are the benefits? • Ability to do more as budgets are getting smaller. • Increase the respect of the profession. • Clarify the profession. • Identify a platform for training.
