Programme Advisory Committee for Particle Physics 19th meeting, 10-11 April 2003  New draft of the “Programme of the JINR’s Scientific Research and Development for 2003-2009”. • The Nuclotron and its technical and scientific programme. • JINR’s networking and computing infrastructure. •  New Projects: DELTA-2, SAD, SANC, DDT. • Status reports of CMS, ATLAS, ALICE and COMPASS. • Proposal of continuation of NA48, H1, PP-singlet, STRELA, BES and Movable polarized target.

  3. With Respect to the Draft JINR Long Range Plan -- The final document substantially address the comments and concerns expressed by the PAC The PAC endorses the general lines of the proposed Programme Asks JINR directorate to take into account programmatic remarks made by PAC in the final text, especially:  visionary concepts intended to promote internationally outstanding large-scale facilities and infrastructures at JINR in the future to be presented at a session of the SC.

  4. New projects considered at April Meeting • “Studies of charged and neutral mesons with VBLHE beams” (DELTA-2) Recommendation: approval with first priority until 2006. • “Construction of the sub-critical assembly with combined neutron spectra driven by a proton accelerator at proton energy 600 MeV for experiments on transmutation of long-lived fission products and actinides” (SAD) Recommendation: referral to an expert panel (techn. Detail and competitoveness) •  ”Support of analytical and numerical calculations for collider experiments” (SANC) Recommendation: approval with first priority until 2006 provided dedicated financial support is given by Germany as well as from non-budgetary sources • “Design and construction of the hadron calorimeter and muon catcher prototypes for a detector of the next linear collider (TESLA)” (DDT) Recommendation: A program of generic R&D (as opposed to project DDT) should be developed to prepare JINR for a strong participation in a future linear collider program.

  5. JINR JINR ME1/1 ME1/1 SE SE HE HE Recommendations for Ongoing Projects • The following ongoing projects are recommended for continuation: Compact Muon Solenoid (CMS) ATLAS COMPASS

  6. Projects Previously Approved up to 2003 • NA48: recommended for extension to 2006 with first priority • H1: recommended for extension to 2006 with first priority • PP-singlet: recommended for extension to 2006 with first priority • STRELA: recommended for extension to 2006 with first priority • BES: recommended for extension to 2006 with first priority • Movable Polarized Target: should be made operational in less than 1 year: recommended for extension to 2006 with first priority

  7. Additional Considerations -- The PAC strongly supports the steps taken to establish scientific and technical advisory committees for the programme of the Nuclotron The PAC recommends that Information Technology (LIT) infrastructure be given stable financing as a basic facility of JINR The PAC reiterates its previous recommendation on the need to continue to improve JINR’s networking and computing infrastructure in close contact with the leaders of JINR’s major experiments
