  4. CHALLENGES The Virginia Department of Veterans Services was created as a separate agency in 2003. It was a small agency taking on a huge project.

  6. ADMISSIONS CRITERIA Must Be An Honorably Discharged Veteran Must Be A Resident of the State of Virginia Must Have A Skilled Nursing Need As Defined by Medicaid Guidelines
