  2. RIP cigarettes What is a RIP cigarette? • A RIP cigarette … • when smoked and then left unattended, stops burning in 75% of the cases; • is tested according to US standard ASTM E2187-02b; • is NOT a “fire-safe” cigarette.

  3. RIP cigarettes How to achieve RIP? • Ultra-thin concentric bands (« speed bumps ») in cigarette paper restrict oxygen access to the burning end of the cigarette • « Speed bump » production technology is available • No chemical additives necessary

  4. RIP cigarettes How to test RIP? • US standard ASTM E2187-02b • Burning test cigarette placed on 10 layers of filter paper: Does it burn through the full length? • Out of 40 test cigarettes, 10 may burn through www.bfrl.nist.gov

RIP cigarettes Cigarette-related fire incidents in the UK 2003 (UK Fire Statistics 2003) • Cigarettes, cigars, pipe tobacco ... • ... caused only 8% of all accidental fires at home: 4,200 fires/year 1999 – 2003 (with carelessly disposed cigarettes causing 90% of such fires) • ... but were the most frequent source of accidental fire deaths at home: almost 33% of all such deaths

RIP cigarettes Impact Assessment for 11 EU MSs (cont’d)Based on Health Canada approach • Reduction of fires • Scenario 1: 68% reduction of fires, etc., to take into account that furniture may ignite more easily than ASTM test indicates: 68% of RIP cigarettes extinguish in practice (instead of 75% in the test) • Scenarion 2: 34% reduction of fires, etc., to account of easily ignitable fabrics, paper in paper in bins, air flows, etc.
