What is Product Conformity Assessment (PCA) • PCA is a solution designed to ensure that products meet the specific requirements set by a regulatory authority in the importing country, normally represented by the country’s national standards body • SGS have PCA contracts with Algeria, Burundi, Cameroon, Ethiopia, Gabon, Kenya, Kuwait, Nigeria, Saudi Arabia, Tanzania, Uganda & Zanzibar to verify compliance of products in country of supply prior to shipment • These checks are normally done through product tests and/or reviews of existing test reports • Other critical checks are done during physical inspection, such as labels and marking requirements, shelf life information, consumer information / instructions, etc.
Product Conformity Assessment (PCA) • The typical conformity items being checked on products concern the overall safety (e.g. lead on toys), human health impact (e.g. heavy metals in food) and environmental effect (non-CFC goods) • Exporters have challenges to submit test reports which comply with the testing requirements / parameters of the importing country • Example, packaging (plastic materials and articles) intended for food contact requires overall migration testing, this is to ensure that no chemicals will migrate into the actual food in the bags • The scary part of one particular case is that the manufacturer (of plastic food packaging) did not know what a migration test was
Case Study – Electrical plugs KENYA • Appliances with cord must be supplied with plugs compliant to BS 1363 • Appliances with cord but with plugs not complying with BS 1363 can be provided with compliant to BS 1363-5 “fused conversion plug” • Exceptions are made to appliances operating under current above 13A • If above can not be comply with, then these appliances must be removed from the invoice and these goods cannot be shipped
Case Study – Shelf Life KENYA(all imports with a limited shelf life shall have more than seventy five percent (75%) shelf life for food items and 50% for non-food items from the date of expected landing in Kenya)
Case Study – Labelling KENYA • All labelling of packaging of imports shall include English and/or Swahili • At time of inspection the language on the label found be all in Chinese • Corrective action – wording must be translated and goods must be re-labelled. Re-inspection must be done prior to shipment to verify compliance
