SE Functioning in Turkey • 10 million people with disabilities • 12 % of the total population • 58,6 % of them are male, 41,4 % are female • 62,4 % lives in urban areas an 37,6 % lives in rural areas • Employment rate of people with disabilities is 22.19% • 77.81 % is not involved in any work 2014-1-BG01-KA202-001529

Legislation in place supporting PwDs • Employment: Constitutional right in Turkey • Disabilities Act (No: 5378): Choosing a profession and getting vocational education can not be restricted • Discriminatory practices against persons with disabilities can not be used during • technical evaluation, • selection for job process and hiring, • working hours and conditions and in job application forms 2014-1-BG01-KA202-001529

  4. Legislation in place supporting PwDs • Private businesses with 50+ workers have to employ 3% PwDs • Public offices have to employ 4% PwDs • Based on quota system calculations; • private sector must employ +22.000 more laborers with disabilities • public sector must employ +25.000 more staff with disabilities • Administrativefine is over 500Euro for each PwD • Employersare subsidized by 50% of reduction of social insurance contribution for each disabled worker • Iftheyemploy more persons than the legal requirement of 3% • Iftheyhire PwDsalthough not having an obligation or disabled persons above a reduced working capacity of 80% 2014-1-BG01-KA202-001529

SE Providers train system • Turkish Employment Agency (ISKUR) provides fund for: • Projects focusing on vocational training, rehabilitation and employment of disabled people, • Sheltered workplaces • Disability Act gives responsibility of vocational rehabilitation of disabled people to related organizations and local governments. 2014-1-BG01-KA202-001529

Private vocational rehabilitation centers • Provides vocational trainings, physiotherapy and rehabilitation services. • The companies who want to hire a PwDapply to Turkish Employment Agency • ISKUR matches the supply and demand of workforce. • Projects supported by the EU IPA Program (Instrument for Pre-accession Assistance). • Improved Integration of Disabled Peopleinto Society Grant Scheme • Democratic Citizenship and Human Rights Education Grant Scheme • Strengthening Civil Society in the Pre-accession Process: NGO Grant • Enhancement of Social Inclusion of People With Disabilities Grant Scheme 2014-1-BG01-KA202-001529

  7. Restrictions on Employment of PwDs • Assigned must be consistent with occupational skills and physical and mental capacities • They cannot be forced to work on hazardous and hard works without a health report • Not employed in any underground and underwater work 2014-1-BG01-KA202-001529
