  5. Role of citizen lobbyist: • Create a groundswell of support • Educate legislators on how people at home feel about the issue • Demonstrate the value/risk of supporting/opposing legislation because you are a voter in their districts How It Works

  6. A tax increase – even a worthwhile one with great return on investment – is a heavy lift for legislators • Could be perceived as dangerous vote • With controversy, the status quo is a safer vote How It Works
